During the early months of 2020, the rapid spread of SARS-CoV-2 (COVID-19) had a significant impact on the homeless population. The U.S. Department of Housing and Urban Development, Office of Community Planning and Development defines a homeless person as someone who "lacks a fixed, regular, and adequate nighttime residence" (Henry, et al., 2020, page 2). Public alert and warning systems are crucial tools that save lives and protect property in times of emergencies. In the past several decades, natural disasters have struck the nation, and effective public alerts and warnings were not disseminated to all impacted populations, calling into question the effectiveness of emergency communication systems (Wimberley, 2012).

This study is a two-part process evaluation of the RSP’s tracking of TPO (2017) just cause eviction filings. This study also intends to understand the RSP’s collected data when it is properly processed. This study’s research questions are as follows: Was the RSP’s process for tracking just cause evictions working to achieve the program’s goal in determining eviction outcomes? At what levels did landlords pursue just cause evictions for failure to pay rent? Is there a significant disparity between market-rate property managers’ eviction filings and rent-controlled apartment landlords’ eviction filings?

Due to elevated homelessness and growing hate crimes, an LGBTQ-focused shelter was developed and implemented by Office of Supportive Housing (OSH), along with the OLGBTQ (Office of Lesbian, Gay, Bisexual, Transgender, Queer). The following research investigated whether the process to design the LGBTQ-focused shelter program in Santa Clara county took the necessary steps to ensure that the program represents the community it intends to serve. Santa Clara County conducts a Senior Nutrition Program (SNP) in conjunction with the City of San Jose, the Outreach Paratransit Program and local community-based organizations (CBOs) like Sourcewise (Lam, 2015). These programs combined represent a significant investment of public funds, with more than 45% of the SNP program’s funding coming from the county General Fund (Lam, 2015). Such a large financial commitment needs to demonstrate some benefit to the participants, and some positive outcomes from the current program design. The City of San Jose has been working on the Hotel/Motel Supportive Housing Program and Underutilized City-Owned Property project since 2012. The City acquired the Plaza Hotel in downtown San Jose from the Successor Agency to the Redevelopment Authority and leased the property to Abode. Abode converted the rooms into SRO units for the transitionally homeless and occupancy is expected in July of 2017. The program is estimated to operate for five years before it is torn down. The project is unique, as the city has never had a hotel/motel conversion program tailored towards transitionally homeless adults.

Poor nutrition is prevalent among low-income pregnant and postpartum women, and infants. Inadequate nutrition during these vital stages can have negative effects on the health status of this population. The Women, Infants and Children Program (WIC) was established specifically to help low-income women and children lead healthy lives by providing nutrition education, referrals to healthcare and other health-related services, breastfeeding promotion, and economic resources to purchase nutritious foods at retail grocery stores.
