This seminar was designed to emphasize a family perspective in policymaking on issues related to the legalization of marijuana and managing the opioid abuse crisis in the Commonwealth. In general, Family Impact Seminars analyze the consequences an issue, policy, or program may have for families.

As with other public goods lacking strong special interest support, global climate policy suffers from two serious theoretical flaws. The first is failure to endogenize the labor-leisure decision when conducting benefit-cost analysis. Recognition that income generated will not remain the same pre-and-post policy results in downward bias in benefit estimation. Much more importantly, there will generally be free riding in input markets in addition to the well-known output demand revelation problem. Since even households with very high marginal values cannot individually increment public goods, too little income will be generated and too much of the income that is generated will …

What explains public support for social welfare policies? The extant literature on this topic suggests that people’s attitudes are mainly a reflection of their political ideology and economic self-interest. However, this explanation fails to recognize the role that the public sector plays in influencing individuals’ social welfare policy preferences. The literature, with few exceptions, also does not thoroughly acknowledge how national context alters people’s attitudes. Data from 23 national samples in Europe, North America, Eastern Asia, and Oceania taken from the 2006 ISSP are examined using multilevel regression. A person who has sought and failed to obtain disability benefits from the Social Security Administration (“the agency”) can appeal the agency’s decision to a federal district court. In 2015, nearly 20,000 such appeals were filed, comprising a significant part of the federal courts’ civil docket. Even though claims pass through multiple layers of internal agency review, many of them return from the federal courts for even more adjudication. Also, a claimant’s experience in the federal courts differs considerably from district to district around the country. 1. Addressing Communities of Concentrated Poverty as Well as Individuals in Poverty—The negative effects of poverty are exacerbated for individuals who live in communities of concentrated poverty. Individuals who are not low-income but who live in communities of concentrated poverty also experience the adverse effects of poverty.

The Belmont Council on Aging is a municipal office charged with “advocating on behalf of the seniors of Belmont and ensuring that their social, financial and healthcare needs are met." Services provided to seniors living in the community range from transportation support to nutrition services and social services, along with a range of programs and activities meant to enhance well-being and quality of life. Introduction: This report examines comparative trends in receipt of public assistance and poverty rates between 1970 and 2014.

Methods: This study uses the American Community Survey PUMS (Public Use Microdata Series) data for all years considered here released by the Census Bureau and reorganized for public use by the Minnesota Population Center, University of Minnesota, IPUMSusa. Receipt of public assistance is defined by receiving any amount of one’s income in the previous year from public assistance funds or not. Poverty status is defined by living below the federal poverty line in the previous year or not.

In this chapter I discuss the history and basic incentive effects of two key U.S. cash assistance programs aimed at families with children. Starting roughly in the 1980s, critics of the Aid to Families with Dependent Children (AFDC) program argued that the program -- designed largely to cut relatively small checks -- failed to end poverty or promote work. After years of federally provided waivers that allowed states to experiment with changes to their AFDC programs, the critics in 1996 won the outright elimination of AFDC. It was replaced by the Temporary Assistance to Needy Families (TANF) program, over which …

Since 2006, the Charles E. Shannon Jr. Community Safety Initiative has sought to reduce youth and gang violence in multiple Massachusetts cities through partnerships of community organizations, research institutions and police departments. Worcester, Massachusetts was an original recipient of Shannon funding due to its historic and increasing problem of youth and gang violence. Using a framework of governmentality, one of the ways crime is problematized and controlled is through the use of neoliberal technologies of risk and responsibilization, underscoring neoliberalism’s emphasis on personal responsibility. Poor nutrition is prevalent among low-income pregnant and postpartum women, and infants. Inadequate nutrition during these vital stages can have negative effects on the health status of this population. The Women, Infants and Children Program (WIC) was established specifically to help low-income women and children lead healthy lives by providing nutrition education, referrals to healthcare and other health-related services, breastfeeding promotion, and economic resources to purchase nutritious foods at retail grocery stores. WIC has been shown to have an influence on participating mothers’ infant feeding decisions for both formula- feeding and breastfeeding. Although WIC is mandated to provide breastfeeding education …

Communities throughout the nation are pursuing new strategies to promote health and quality of life among their residents. In 2014, the Town of Yarmouth joined the Age-Friendly Network through the World Health Organization and embarked on a five-year process to evaluate the community’s age-friendly features, plan for improvements, and implement change. The primary purpose of this report is to describe findings developed as part of the initial needs assessment phase of Yarmouth’s age-friendly initiative.

The report analyzes changes in five domains -- food retail, food insecurity and food benefits, institutional food, food and nutrition education, and diet-related health conditions -- in East Harlem from before the election of Michael Bloomberg through the first two years of the de Blasio Administration. Its goal is to assess the ways in which food environments in East Harlem have improved, stayed the same, or worsened in this 15-year period in order to inform setting food policy goals for the next 5, 10 or 15 years.

The international community has agreed upon another set of goals for the next 15 years. On the table are no less than 169 objectives and 17 Sustainable Development Goals (SDGs). The new aspirations are summarized and the merits and demerits of further elaboration and measurement including country-specific deadlines and targets are discussed. The hefty budget to achieve all 17 goals is estimated at more than $4 trillion US a year. The Impact Of State-Provided Paid Family Leave On Wages: Examining The Role Of Gender, Aimee Samantha Abrams Widdicombe

The U.S. is the only OECD country that does not offer any form of federal paid parental leave. Only three states—California, New Jersey and Rhode Island—have state-provided paid leave policies; implemented in 2004, 2009 and 2014, respectively. Through descriptive statistics and difference-in-difference-in-difference regression analyses of the wages of women and men of childbearing age (19-45 years) in those three states, we assess whether the paid leave programs have effected wages, and whether these effects vary depending on gender. Our results show that wages of women of childbearing age saw negligible net effects post-policy in policy states, although statistically insignificant. On …

This essay provides support for Affirmative Action policy from the perspective that both supporters and opponents want merit-based evaluations. Disparate representation and prejudice-driven discrimination, however, make this impossible. Affirmative Action gives minorities the opportunity to change their representation in certain fields, therefore changing the way they are perceived, and eventually dissipating existing race-based discrimination in the evaluation process.
