Descriptive Analysis Of Open Government Practices Of Four Mid-Sized Cities In New York State, Brian Bray

The conceptualization and implementation of open government practices have evolved over the years, encompassing numerous actions that increase transparency, participation, and collaboration. While states mandate some open government practices for municipal governments, they also often implement optional forms independently. This paper examines how four mid-sized cities implement two such optional forms: government boards and open government data.

This study was conducted in three stages. In the first stage, the author used the Democracy Cube framework, a theoretical model developed by Fung (2006), that categorizes various approaches to public participation in government decision-making along three dimensions. This model served as the …

Diffusion Return: A Case Study Of New Orleans, Neiufi Iongi

This study establishes and explores the concept of diffusion return. This study utilizes a qualitative case study of the city of New Orleans and their regulation of short-term rentals to establish and explore diffusion return. A network map is constructed of cities that diffused short-term rental regulation information with New Orleans. Information movements are sketched with the network map, and the resulting patterns illustrate how diffused information travels both inward and outward across jurisdictions. The legalization of cannabis has been a controversial topic within the last two decades in many developed states. The legalization brought medicinal benefits, economic opportunity, and a projected decrease in organized crime. It has, however, also prompted new challenges for different levels of government. In Canada, legalization was a federal decision that was then regulated by provincial governments. However, local governments were on the receiving end of both federal and provincial legislation and regulations that often restricted municipal autonomy with respect to cannabis.

The lack of labor and financial resources in local Jamaican governments’ corporation negatively impacts senior management government officials’ sustainability efforts. Grounded in Buchanan’s and Tullock’s public choice theory, the purpose of this qualitative phenomenological study was to explore the lived experiences and perceptions of 20 randomly selected Jamaican senior management government officials from two local government corporations concerning the financial and human resource capacity issues. Data were collected using semistructured interviews, government documents, and public and government legislative data. The data were analyzed using the Smith and Osborn interpretative phenomenological analysis, and the Moustakas modified van Kaam 7-step analysis method. …

The local government tax-exempt debt market is a growing, and complex, sector of public finance. As local governments turn to debt financing the factors that contribute to interest costs of that debt have become important considerations for local government officials and politicians. Governance at the local level involves a network of overlapping governments some of which share a tax base. This system of overlapping governments that share a tax base are subject to externalities that arise from taxation, expenditures, and debt.
