In 2015, UMass Boston’s Center for Women in Politics and Public Policy released the first-ever publication exploring the elected leadership of women of color in the Commonwealth of Massachusetts largely to make known the contributions of female electeds of color across the Commonwealth. The publication also aimed to delve into what hinders and what facilitates the elected leadership of women of color. This 2021 updated publication contains profiles of the 174 women of color who have been elected to key policymaking positions and offers quantitative analysis to better understand office-holding patterns.

The election on November 6, 2018, will likely result in an uptick in the number of women elected to the Massachusetts Legislature and history has been made with the Commonwealth’s first Black Congresswoman, Ayanna Pressley, who will serve in the 116th Congress. Yet gender parity, particularly for women of color, remains elusive at many levels of government in the Bay State. This Fact Sheet provides not only essential numbers on the gains expected on November 6th, but offers key historical context to understand the significance of the upcoming election for the Commonwealth.

A psychosocial approach to national behavior, emphasizing the foreign policy roles selected by states, has proven to be a fertile source of insights into the ways states respond to their external environment. Disaggregating the phenomenon of role into several distinct processes—e.g., roletaking, role contestation, role enactment, and role transition—highlights interactions across different levels of analysis as part of a general process of role location. We focus in this paper specifically on the process of role-taking leading to role selection and conceive of this process as operating simultaneously at the state, domestic, and individual levels of analysis. The Silent Crisis: Involving Latinos in Decision-Making & Why Latino Representation Matters provides a measure of the economic, social, and political inclusion of Latinos at mid-decade in three cities of the Commonwealth where about one fourth of the state’s Latino population lives. Often wrongly referred to as a “new population,” Latinos have been present in Massachusetts since the end of the 19th century, arriving in large numbers beginning in the 1960s and 1970s and growing to nearly 630,000 persons (9.6% of the population) by 2010. In foreign policy, role transition as a process of role change implies at least two roles (a state'ʹs old role and its new role) and a dynamic process of role location in which Ego’s role changes over time. If every role for Ego presumes a counter-role for Alter, a pattern of role transition for Ego implies as well a potential process of role transition for Alter. Governance and Sustainability Issue Brief Series

Constant reform has characterized the UN Development Programme (UNDP) throughout its existence, say the authors of two recent books on UNDP. Change bespeaks an organization ready to adapt but also fundamentally uncertain about its proper role. It teeters between two sets of tensions—as coordinator of and competitor within the UN development system, and as exerting priorities from the center while seeking to be flexible in its program countries. These tensions should be resolved, and enable UNDP to be the UN’s sustainable human development organization.

The election and appointment of Asian American women to positions in Massachusetts and on the federal level suggest that the face of public leadership is changing. Recent successes for Asian American women in electoral politics provide a unique opportunity to build the pipeline of Asian American women in Massachusetts politics. The Center for Women in Politics and Public Policy at the University of Massachusetts Boston released this fact sheet just prior to the November 2012 general election. Currently, just less than one quarter (24.5%) of Massachusetts legislators are female, putting Massachusetts behind all other New England states when it comes to the election of women to state legislative office. Vermont has the highest percentage (38.9%) of women in its legislature in the New England region.
