Since 1978, the People’s Republic of China (PRC) has long been viewed as an economic trading partner of the United States of America (US). The PRC has grown to be an economic powerhouse, and the US directly helped with that process and still benefits from it. However, during the mid-2010’s, US rhetoric began to turn sour against the PRC. The American government rhetoric toward the PRC, beginning with the Obama administration, switched. On September 11, 2001, American Airlines Flights 11, 77, 93, and 177 were hijacked by Islamic extremists and crashed in New York City, Washington D.C., and Pennsylvania. The objective of this research is to examine the spatial components integral to policy formation, implementation, and evaluation. The research uses solid waste as a case study to explore a multiscalar GIS policy-shed framework. To this end, the goal of this dissertation is to examine the spatial nature of public policy. The research applies spatial concepts and multiscalar methodological applications embedded within GIS and geovisualization to explore the complex spaces surrounding public policy implementation and evaluation.

By some measures, the major U.S. political parties have become more extreme in their political positions in recent decades, and scholars have raised concerns about whether the policy expertise provided by today’s think tanks has become similarly partisan and polarized. Furthermore, there is a perception that certain overtly partisan and highly visible think tanks wield considerable and growing influence over the policy platforms of the major U.S. parties, using their media presence to shape public and policymaker views of particular issues. In part, this is because the spectrum of public policy advocacy is broad and contains a vast variety of actions under its umbrella. The Chicago Jobs Council’s policy advocacy strategies around SNAP Employment and Training that are recounted in this toolkit are shared in context with the intent of shedding some light on the why, how, and when particular strategies are utilized. Despite the efforts of policymakers, medical professionals, and other stakeholders, obesity and related health problems show no signs of receding from their record-high rates. Public policy has largely taken the form of consumer advice, (e.g., USDA’s Dietary Guidelines). Since consumers bear most of the costs associated with their obesity, the goal of obesity prevention appears to be incentive-compatible, prima facie. That is, there is no a priori case for much further policy intervention unless existing advice is deficient or consumers’ exhibit systematically poor decision-making.
