This research seeks to identify e-procurement features that enable suppliers to participate online in local government solicitations within California counties. This research also identifies the policies and regulations that California counties have enacted to ensure secure internet bidding. In doing so, commonly adopted web-features collected from California counties with similar characteristics are examined and serve as a foundation in developing supplier participation practices in government solicitations. This study is a two-part process evaluation of the RSP’s tracking of TPO (2017) just cause eviction filings. This study also intends to understand the RSP’s collected data when it is properly processed. This study’s research questions are as follows: Was the RSP’s process for tracking just cause evictions working to achieve the program’s goal in determining eviction outcomes? At what levels did landlords pursue just cause evictions for failure to pay rent? Is there a significant disparity between market-rate property managers’ eviction filings and rent-controlled apartment landlords’ eviction filings?

This study explores the role of municipal governance in municipal-level stabilization of inner suburbs in St. Louis County, Missouri. The data, from 1970 to 2015, include a robust collection of official government archives collected from five municipalities in St. Louis County, historical documents, city-state-national statistical data, and related materials. Interviews of 25 stakeholders were conducted and data were analyzed based on the community power structure framework.

Unlike undergraduate recruitment, graduate recruitment is a coordinated effort facilitated between graduate faculty and program coordinators and graduate recruiters who often work outside of the department. An essential element in graduate recruitment is the effectiveness with which underrepresented minorities are identified and recruited. FOSTA-SESTA is an anti-trafficking bill that was passed in April 2018. The bill which amends the Communications Decency Act redefined the discussion of anti-trafficking in the United States due to the controversy surrounding this bill. Concerns from sex workers and feminist activists highlighted that FOSTA-SESTA would endanger sex workers by eliminating the commercial sex websites they used and force them back onto the streets. Despite these critiques drawing attention to the lack of consideration for sex workers’ safety in this bill, FOSTA-SESTA received bipartisan support and passed with a vote of 97-2.

This thesis explores how local government support for arts and culture varies across 24 American cities. It has proven to be challenging for researchers to accurately measure municipal arts support. Research on cultural policy has also often focused on the federal level, despite total city expenditures far exceeding national or state government support. This thesis attempts to take an accurate pulse of city expenditures in 2017 and correlates those spending levels to the variation in city ownership of arts facilities. Does early voting advance the democratic process in achieving political equality? Does it create more equity in the representativeness of an electorate? From 2017 to 2020, the Trump administration cut United States refugee admissions tenfold. These reforms come unprecedented to the 40-year-old resettlement program (USRAP). By critically reviewing literature on this topic as well as conducting eight original interviews with five national nonprofits contracted by the Department of State to do refugee resettlement casework, this study sought to identify the implications of the Trump administration’s reforms to the program. Women are underrepresented in mayor’s offices and on city councils across Latin America. In this paper, I examine gender-based differences in individual opinions toward running for office in Argentina and Uruguay, as well as conduct a twenty-six country analysis on factors related to female representation in municipal government. Based on these analyses, I make three main conclusions about female local representation in Latin America. The first conclusion is that women in Latin America are significantly less likely to want to run or feel qualified to run for office. This thesis examines the social credit score (SCS) system of China and the implications that it may have in Chinese society. The SCS is a revolutionary accountability system that is touted to ascertain a person’s trustworthiness of a person. An individualized score is produced by a complex algorithm which takes into account both social and financial behaviors. In recent years, there has been a dramatic spike in the number of adolescents that regularly use nicotine electronic cigarettes. As recently as 2019, a large outbreak of e- cigarette, or vaping, product use-associated lung injuries was observed in adolescents, leading many to question the safety of these devices, particularly when use by adolescents. What is the role of place and policy in shaping educator labor markets during the decade following the Great Recession of 2008? This research leverages data on Kentucky students, educators, schools, and school districts from 2009 to 2018, with a focus on the rural, isolated Appalachian region. I provide quantitative evidence on how much Prescription Drug Monitoring Programs (PDMPs) affects the retail opioid prescribing behaviors. Using the American Community Survey (ACS), I retrieve county-level high dimensional panel data set from 2010 to 2017. I employ three separate identification strategies: difference-in-difference, double selection post-LASSO, and spatial difference-in-difference. Budgets are a prospective tool of governance, and appropriations are a planning vehicle reflecting: bureaucracies’ values, complex interactions, collective preferences, political influences, and available resources. Research spanning 30 years finds that environmental pollution is a key determinant of environmental budgets in the US, though myriad factors, actors, and subsystems are important to consider. Due to federalism and devolution of responsibilities and authorities, environmental governance falls largely to the states. While the dynamics that shape state environmental budget policy have received scholarly interest, theoretically-driven examinations of environmental appropriations remain limited within the public budgeting and environmental policy literature.

The Housing Choice Voucher Program (HCVP) is a public-private partnership between a landlord, voucher holder, and a Public Housing Authority (PHA). However, this public-private partnership appears to be a two-sided partnership instead of a three-way partnership as the HCVP was designed. Over 110,000 landlords have withdrawn from the HCVP since 2009, which has negatively affected housing choices for voucher holders. This phenomenon of landlords leaving the HCVP is a catastrophe problem for the rental housing crisis that is a part of the larger affordable housing crisis. Despite the popularity of research on TIF, only a few comprehensive reviews of previous studies on TIF policy tool have been conducted.
