The Administrative Procedure Act (APA) is supposed to make the rulemaking process at the administrative level democratic. This study will look at two examples of federal regulatory agencies – Food and Drug Administration (FDA) and the Federal Communications Commission (FCC). The topics are food labeling, and net neutrality respectively. The APA highlights the process of notice and comment rulemaking. The APA is evaluated in the literature review for effectiveness and shortcomings. Federal funding agencies that administer financial support in the form of program grants to non-profit organizations (NPOs) that provide child and family services increasingly require NPOs to formalize inter-organizational partnerships in order to receive this vital source of funding. That is, by mandate NPOs must participate in inter-organizational collaboration networks to receive these essential federal funds. Therefore, there is a need to understand the collaboration behavior of NPOs in a policy-mandated environment. This study considers collaboration behavior as information sharing and advice-seeking between the organizations who are part of a collaboration network as a result of a policy mandate.

This thesis reports on a two-part study exploring the occupational possibilities of people receiving social assistance in Ontario. The research conducted in this thesis was guided by the research question: How does social assistance in the form of Ontario Works and the Ontario Disability Support Program influence occupational possibilities for adults living in poverty? In every state and U.S. Territory, there is a University Center for Developmental Disabilities (UCEDD), which is part of the state Developmental Disabilities network and an Independent Living (IL) Network, composed of Centers for Independent Living and Statewide Independent Living Councils. Each of these receive federal funding (and frequently state funding) to support people with disabilities and their families. However, each has different federal funding sources, different origins within federal legislation and different requirements. This research conducts the first deep data analysis of the public complaints filed to the Consumer Financial Protection Bureau's Consumer Complaint database by San Francisco residents. The case study highlights how consumer financial harms are a citywide problem: San Franciscans living at every income level and in every part of the city are struggling to resolve their financial issues with the wolves of Wall Street, the financial services industry. From the early 1960s through the mid-1990s, crime in New York City ran rampant. With a gradually dwindling police during this time, a high unemployment rate, and an rapidly increasing metropolitan population, crime peaked in the early 1990s, with the murder rate hitting a record-high of 2,245 in 1990. When Mayor Rudy Giuliani took office in 1994 and appoint Bill Bratton as the NYPD police commissioner, these rates immediately plunged. This project explores the connection between creativity and public policy-making through guided facilitation. In this exploration, there are several products that have been developed. The first is an index that provides definitions, charts, and process explanations for creativity, facilitation and public policy. The second is a completed facilitation plan that incorporates both the FourSight model for group facilitation (Miller, Vehar, Firestein, Thurber & Nielsen, 2011a) and Marvin Weisbord’s (1992) exploration of creative strategies for discovering common ground through policy conferences. Background: Social isolation is an important predictor for poor health status, chronic diseases, and healthcare utilization and costs. There is a growing number of Americans with one or more disabilities, and evidence suggests that many are also socially isolated. This is especially true for those with immobility, as the built environment including housing structures are not universally designed to be accommodating. Immobility describes those who use walkers, canes, or wheelchairs, with the latter suffering the most impact. Purpose: The purpose of this descriptive, qualitative study was to identify and describe the importance of the predictors of juvenile recidivism and the effectiveness of efforts to prevent/avoid juvenile recidivism as perceived by previously detained, arrested, convicted, and/or incarcerated adult students 18 years of age and older exiting from alternative education in Northern California. A second purpose was to explore the types of support provided by alternative schools and the perceived importance of the support to avoid recidivism according to adult students 18 years of age and older exiting from alternative education.

The purpose of this thesis was to learn whether an over-the-counter (OTC) oral contraceptive pill would benefit college students. To find out, I conducted sixteen semi-structured interviews with college students from Trinity College and Capital Community College, both located in Hartford, Connecticut. All participants either currently took oral contraceptives or had taken them in the past. This thesis accepts as its premise that oral contraceptives should be available OTC, but as a policy solution to increase access, I found that an OTC pill would have a limited effect.

With the changing significance of caste and caste identity, this thesis explores the role of affirmative action or "reservations" in Indian higher education. Specifically, it aims to reopen the debate on the dominance of a "creamy layer" among the OBCs in an increasingly nationalist India.
