During Fiscal Year 2013, the first year of the Massachusetts Community Mediation Center (CMC) Grant Program, 15 community mediation centers across the state were awarded state operating grants. This report documents and evaluates the progress of the CMC Grant Program towards its goal of expanding the use of community mediation as an affordable public service for Massachusetts citizenry. The status of program implementation is analyzed, and the program’s success is assessed through its impact on the stabilization and effectiveness of the funded community mediation centers as measured by, among other things, their delivery of high quality mediation services, efforts to …

This capstone paper is based on my professional practicum with Mi Lola, a women’s health justice organization based in Miami, Florida. The paper offers a conceptual framework in which Mi Lola approaches women’s health justice and where Mi Lola identifies within the broader women’s reproductive rights movement. It describes the organization’s emphasis on Latinas and women of color when addressing reproductive health concerns of Miami-Dade County through workshops, leadership trainings, advocacy, civic engagement and collective action. This report presents the results of the 2013 Taking Charge initiative sponsored by the City of Lincoln. This was the sixth year of Taking Charge activities, and included an online survey and a half-day, face-to-face, Community Conversation. Unlike previous Taking Charge activities, which focused narrowly on the immediate concerns of an impending budget proposal (e.g. which specific programs should be funded or discontinued to maintain a balanced budget), this year’s efforts focused more broadly on strategic planning for the City’s future budget policy priorities.

The study conducted by the Center for Public Management (PM) found that, for two of three scenarios analyzed, it is legally, technologically, and financially feasible to consolidate public safety answering points (PSAPs) in South Euclid, Beachwood, Euclid, Shaker Heights, and University Heights, Ohio. Of the scenarios found feasible, the study estimates a decrease in costs ranging from almost $687,700 to $1.1 million, depending upon the configuration of the PSAP. When factoring in capital costs, the savings ranges from $555,000 to $898,000, but lead to an increase in costs of $189,000 in a PSAP dispatching for police only. At the local …

This report provides an assessment of the feasibility of consolidation of the public safety answering points (PSAPS’s) in Perry County, Ohio and the Village of New Lexington (in Perry County), Ohio. The report describes the methodology used to assess the feasibility of consolidating these PSAPs. The findings are that consolidation of PSAPs and dispatch services among the participating entities would not be feasible if the decision is made purely on costs. However, a consolidated PSAP would reduce the duplication of services and redundant capital projects. This in turn would free up funds to maintain and replace capital items as they …

There is growing consensus in the scientific community that the global climate is changing. Increasing average global temperatures are expected to increase both the frequency and intensity of extreme weather events, which will affect human civilization. However, these events do not need to become disasters. Analysis of past extreme weather disasters in the United States shows that failures in policy, specifically in terms of disaster preparedness, are the real culprit and not the actual weather event. Given the increasing destructiveness of storms and the projected increase in frequency, it makes formulating a coherent and effective national response a priority.

State Department officials stated at the end of 2011 that after a careful review of year's events concerning the terror group Al Qaeda, the threat of terrorism was now greatly diminished with little chance of retunring. Less than four months later, Al Qaeda affiliate group Al Qaeda in the Islamic Maghreb (AQIM) staged a coup in the West African country of Mali, effectively splitting the country in half. In light of the recent financial crisis and economic downturn, policymakers are looking at other options to raise tax revenue. One such option proposed is a financial transaction tax which would tax various cross-border transactions such as banking or securities transactions. The purpose of this paper is to measure the impact of clean drinking water, modern sanitation facilities and hygiene on child mortality rates in Senegal. Diarrhea-related morbidity is still fairly common among young children and this disease is mainly due to poor hygiene and environmental factors. Although extensive research has been done on the determinants of child mortality in Senegal, they were mainly descriptive studies that did not focus on a policy-related variable on which public policies could have a direct intervention. Since 1999, the Organization for Islamic Cooperation has annually introduced a resolution to the United Nations Human Rights Council to create an international blasphemy law. The United Nations is currently debating whether to accept a resolution that criminalizes blasphemy. In order to assess whether the United Nations should enact such a law, this article examines the laws of the United States in comparison to three countries that enforce their blasphemy laws: Indonesia, Pakistan, and Saudi Arabia. Since 2009, researchers have analyzed the economic and employment impact of ARRA spending and tax policies. The current report is possible due to the efforts of Massachusetts policymakers who went beyond federal reporting requirements to require additional reporting on the number of workers who received ARRA-funded pay. ARRA workers’ demographic characteristics were also collected as part of the Massachusetts’ ARRA reporting requirements to allow for transparency and determine the fiscal policy’s impact on the state and local economy. The local government tax-exempt debt market is a growing, and complex, sector of public finance. As local governments turn to debt financing the factors that contribute to interest costs of that debt have become important considerations for local government officials and politicians. Governance at the local level involves a network of overlapping governments some of which share a tax base. This system of overlapping governments that share a tax base are subject to externalities that arise from taxation, expenditures, and debt. A wealth of research has underscored the strong relationship between PCL-R scores and recidivism. However, mounting criticism cites the PCL-R's cumbersome administration procedures and failure to adequately measure core features associated with the construct of psychopathy (Skeem, Polaschek, Patrick, & Lilienfeld, 2011). In light of these concerns, this study examined the PPI and the PPI-R, which were designed to measure core personality features associated with psychopathy (Lilienfeld & Andrews, 1996; Lilienfeld & Widows, 2005). Large numbers of seriously mentally ill persons are being incarcerated because their disturbed behavior is criminalized. The criminal justice system is struggling to manage the needs of these mentally ill persons in correctional settings. This article examines the problem of the incarcerated mentally ill in terms of whether or not the correctional setting is an ethically legitimate place to house and treat these persons. First, it briefly summarizes how we arrived at this problem in the U.S. Then, it examines the problem today in the U.S. and comparatively in European nations. Literature on risk factors for recidivism among juveniles who have sexually offended (JSOs) is limited. In addition, there have been no studies published concerning protective factors among this population. The purpose of this study was to examine the relationship of risk and protective factors to sexual and nonsexual recidivism among a sample of 193 male JSOs (mean age = 15.26). Youths were followed for an average of 7.24 years following discharge from a residential sex offender treatment program. The risk factor opportunities to reoffend, as coded based on the Estimate of Risk of Adolescent Sexual Offense Recidivism, was associated with …
