In 2009, the United Nations Food and Agriculture Organization (FAO) adopted the Agreement on Port State Measures to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated (IUU) fishing (PSMA). Countries that ratify the treaty commit to exert greater control at ports over foreign-flagged vessels to detect IUU catch before it is offloaded from vessels, and prevent the ill-gotten catch from entering the world’s markets. The PSMA, when effectively implemented globally, will be a major deterrent to IUU fishing. Public policies have different effects on different populations groups and can perpetuate health disparities among some populations. My research utilizes community-based participatory approach to research in the examination of one unique population: the Marshallese. This dissertation research presents three papers that are part of a cohesive research agenda predicated on community-based participatory research (CBPR) to facilitate policy-oriented learning. This thesis attempts to ask how the United States should conduct foreign policy towards Iran given the Joint Comprehensive Plan of Action (JCPOA), agreed to on 14 June 2015. The 2015 JCPOA initiated a drastic shift in US foreign policy toward Iran. It is now up to US policy makers to craft a coherent Iran foreign policy moving forward from the agreement. This dissertation offers an in-depth descriptive account of how women manage daily risks associated with sex work, criminalization, and HIV/AIDS. Primary data collection took place within two slums in Kampala, Uganda over the course of fourteen months. The emphasis was on ethnographic methodologies involving participant observation and informal and unstructured interviewing. Insights then informed document analysis of international and national policies concerning HIV prevention and treatment strategies in the context of Uganda. The dissertation finds social networks and social capital provide the basis for community formation in the sex trade. It holds that these interpersonal processes are necessary components for …

There are two major categories of immigration regulation: those policies that directly affect the inflow of immigrants and those that influence the everyday lives of immigrants and processes related to the acquisition of legal permanent residency or citizenship. Guatemala has, until today, struggled to achieve security and justice following the end of nearly half a century of civil war in 1996. One specific institution, the International Commission Against Impunity in Guatemala (CICIG), has been implemented to rectify many of the Guatemalan state’s difficulties in establishing and maintaining the rule of law. In this thesis, I look to better explain CICIG’s role in Guatemala relative to security and justice in a post-conflict setting: I define CICIG as an institution potentially capable of building societal trust, and I explain how the inclusion of procedural justice within transitional justice can help …

For many decades the Kurdish language was ignored and banned from public use and Turkish became the lingua franca for all citizens to speak. This way, the Turkish state sought to create a nation-state based on one language and attempted to eliminate the use of other languages, particularly Kurdish, through severe regulations and prohibitions.

Firstly, this thesis traces the language planning policies in the 20th century which resulted in the invisibilization and denial of Kurdish through an attempted linguicide. This meta-analysis explored the phenomenon of teacher burnout— the biggest contributor to teacher attrition (Owens, 2013; Unterbrink, 2014; Yu, 2015). The focus of this study was to use meta-analytical procedures to explore the relationship between burnout dimensions (i.e., emotional exhaustion, depersonalization, and feelings of personal accomplishment) and specific demand and resource correlates. Demand correlates included work overload, role conflict, role ambiguity, and student misbehavior. Resource correlates included peer support, supervisory support, and decision-making. This meta-analytical research method encompassed fifteen years of published and unpublished studies from January 2000 through January 2015. A total of 116 studies met the following inclusion …

This study provides the first analysis of the politics and ethics behind carbon taxation in South Africa and Mexico. Using the preexisting scholarly frameworks of climate change policy, tax policy, and Robert Putnam’s two level games, I determine that in both cases, international pressures from multilateral negotiations and international development funding sources initiated the carbon tax policymaking process within the environment and treasury ministries of both countries. Once environment ministry bureaucrats initiated the carbon tax a lack of politicization of climate change (both countries) and an additional gain of raising revenue (Mexico) allowed the taxes to become law. This dissertation compares the transition to adulthood of undocumented youth in New York and Paris, along with analysis of the construction of illegality in each city. In both the United States and France, national restrictions against undocumented immigrants increasingly take the form of deportations and limiting access to social rights. New York City and Paris, however, mitigate the national restrictions in important but different ways. They construct "illegality" differently, leading to different young adult outcomes and lived experiences of "illegality." This project uses seven years of multi-site ethnographic data to trace the effects of these mitigated "illegalities" on two dozen …

Oulmes, a small town of under 10,000 people in the Khemisset province, is home to Les EauxMinéralesd’Oulmes, one of the wealthiest corporations in Morocco. While this would initially seem to be a major distinction in terms of opportunity for development, the area’s economy is primarily agriculturally driven, and by most indicators remains relatively poor. Using narrative research study founded in social constructionism, I explored the lived experiences of thirty Afghan humanitarian aid workers in Kabul, Afghanistan, to discover how they experienced the war on terror. Ten participants were individually interviewed and their stories, personal experiences, perceptions, and voices have been presented in this study. I also facilitated a focus group of twenty Afghan NGO directors, and their views are echoed in the study. Applying Sen’s conception of development to the case of Tanzania reinforces his view that development is an intricate process that is dependent on the expansion of various freedoms. This author examines subjective indicators of well-being as they relate to the happiness movement, a global effort to create a new economic paradigm. The essay focuses on the prominent international institutions that are developing happiness metrics as well as agencies exploring the use of happiness data for crafting supportive public policy. A definition of happiness metrics, based on international institutions, identifies the primary questions that compose perceived happiness and how this data can be used.
