Describes the roles played by multiple U.S. Government agencies and congressional oversight committees in this policymaking arena including the Commerce, Defense, State, and Treasury Departments. It also reviews the roles played by international government organizations such as the Missile Technology Control Regime, export oriented businesses, and research intensive universities.

Kenya’s economy remains the regional leader within the East African Community (EAC) and among East African countries at large. However, political instability such as the 2007 post-election violence and the region’s social and political instability trickling into Kenya, have negatively affected the country’s economic growth. To bridge the economic gap, Kenyan women are seeking employment in the domestic service sector in the Gulf Countries, with Saudi Arabia being the most popular destination. Since the 1970s Ethiopia has experienced a massive increase of International Non-Governmental Organizations (INGOs) in its territory. The multiplication of these INGOs seems to be the result of the activities of both international donors and governments in Ethiopia. International donors considered INGOs as efficient, flexible or adoptive to the needs of the community and more trustworthy than government agencies in implementing development projects. International donors also believe that the proliferation of INGOs in Ethiopia will stimulate the growth of political democracy and trade liberalization. The purpose of this study was to explore the specific reasons why households in Kitere village, Kenya experience persistent food insecurity every year while the region enjoys the advantage of two planting/harvest seasons in a year. Kitere village lies within the lakeside region of Nyanza Province in Kenya, generally considered to be one of the more agriculturally productive parts of the country. The Participatory Rural Appraisal method was employed to gather qualitative data on the causes of food insecurity in Kitere village. Patterns Of Anti-Muslim Violence In Burma: A Call For Accountability And Prevention, Andrea Gittleman, Marissa Brodney, Holly G. Atkinson

In this report, the authors documents how persecution of and violence against the Rohingya in Burma has spread to other Muslim communities throughout the country. Physicians for Human Rights conducted eight separate investigations in Burma and the surrounding region between 2004 and 2013. PHR’s most recent field research in early 2013 indicates a need for renewed attention to violence against minorities and impunity for such crimes. The findings presented in this report are based on investigations conducted in Burma over two separate visits for a combined 21-day period between March and May 2013.

A False Start: The Role Of Ballistic Missile Defense In Us-Russian Relations, Matthew Elisha Dillon

In response to Iranian nuclear ambition the US and NATO have enacted a collective security initiative that will install Ballistic Missile Defense (BMD) technology throughout Europe. However, during an otherwise cooperative period in US-Russian relations (e.g., the Obama administration’s “Reset” and the New Strategic Arms Reduction Treaty or START), NATO’s posture in Eastern Europe has compelled Russia to likewise reinforce its defenses and develop measures to incapacitate opposing BMD systems. This research analyzes the political impacts of BMD on US-Russian relations, focusing particularly on NATO’s European Phased Adaptive Approach (EPAA) program--described above.

This report details the results of a Physicians for Human Rights (PHR) investigation into the March 20 and 21, 2013, attacks on Muslim students, teachers, and residents in the Mingalar Zayyone quarter of Meiktila, a small town in central Burma.

A two-person team, the authors of the report, from PHR conducted 33 interviews about the attacks, which resulted in the deaths of at least 20 children and four teachers. The report details the attacks by the Buddhist mobs, provides evidence that local police officers were complicit in the crimes, and lists policy recommendations for the Burmese government and the international …

This project focuses on American prison writings from the late 1990s to the 2000s. Much has been written about American prison intellectuals such as Malcolm X, George Jackson, Eldridge Cleaver, and Angela Davis, who wrote as active participants in black and brown freedom movements in the United States. However the new prison literature that has emerged over the past two decades through higher education programs within prisons has received little to no attention. Post-independence South Sudan faces numerous development obstacles and many consider oil to be a redeeming factor for the new state. This paper discusses the resource curse related to the country’s oil industry and how with proper management, the oil can largely benefit the new state. It explores Norway’s history of oil development and examines ways in which Norway can assist South Sudan in managing their oil, making it the most effective for the people. Key elements of the assistance are the implementation of the Comprehensive Peace Agreement, technical support focusing on increased oil recovery, and building stronger state capacity. But …

What are e-government success factors for using public-private partnerships to enhance learning and capacity development? To examine this question, the authors developed a comparative case analysis of the development of the Business Reference Model (BRM), a national-level e-government initiative to promote shared information services, in the U.S. federal government and the Korean central government. The results indicate institutional arrangements deeply affect the outcomes of knowledge transfer. As the case with most countries across Latin America, unprecedented migration to urban areas has strained city infrastructure systems. More particularly, the region faces a pressing crisis of water security, where rapid urbanization has outpaced water sector development. This thesis addresses the water infrastructure reform in El Alto and La Paz, Bolivia, focusing on strategies to better promote water access for the peri-urban poor.
