This thesis aims to provide a sustainable irrigation alternative that could be easily adopted by farmers in the Mississippi Delta in order to improve water resource management. The Mississippi Alluvial Valley Aquifer, the groundwater system that lies under the Mississippi Delta, is being depleted at rapid rates due to industrial farming and unsustainable, outdated irrigation methods. The intent of this research is to evaluate the water scarcity problem in the Mississippi Delta by assessing water extraction rates and the progression of agriculture in the region. The areas selected roughly represent major California regions, each with unique characteristics that will impact the characteristics of the climate action plan’s framework and contents. In its broadest sense, presidential control encompasses all the actions, in both word and deed, whereby presidents “go it alone” to adopt policies in the absence of congressional will to do so, and sometimes directly contrary to it. This dissertation studies how President Obama used rhetorical and administrative tools of presidential control to address the “wicked problem” of climate change. A multi-varied analysis and discussion of market industries and the vendor community, present SCC policies and programs, and the overarching feasibility and environmental impact of sustainable procurement is provided to assist SCC in meeting its vision of sustainability. Budgets are a prospective tool of governance, and appropriations are a planning vehicle reflecting: bureaucracies’ values, complex interactions, collective preferences, political influences, and available resources. Research spanning 30 years finds that environmental pollution is a key determinant of environmental budgets in the US, though myriad factors, actors, and subsystems are important to consider. Due to federalism and devolution of responsibilities and authorities, environmental governance falls largely to the states. While the dynamics that shape state environmental budget policy have received scholarly interest, theoretically-driven examinations of environmental appropriations remain limited within the public budgeting and environmental policy literature.

This is in large part due to a lack of resources. This thesis analyzes innovative federal policy mechanisms that will address the current gap between actions and forecasted impacts, and will make U.S. coastal communities more resilient in the face of climate change.

Sculpting the Public Land Base in Northern Minnesota Counties: Past, Present and Future. This 3-article dissertation addresses the large public land base in the Arrowhead Region of Northern Minnesota. One fourth of all lands in the state are public lands, with the overwhelming majority located in the Arrowhead Region. These counties have anywhere from 30% to 92% public lands. The region relies heavily on a natural resource economy. Methodology for research includes secondary data analysis from several preexisting research projects and studies. Over the last several decades, food policy councils (FPCs) have led the effort to place food on local government policy agendas. While FPCs continue to make progress in supporting local food systems, they also face institutional and organizational challenges. In recent years, a handful of cities and counties have endeavored to further food system reform with the establishment of full-time food policy staff positions. Currently, there are 19 confirmed food policy positions housed in local governments across the U.S. While there is considerable literature on FPCs, little research has been published regarding governmental food policy staff positions.
