Workforce development has been a keystone in the discussion of economic diversification of Las Vegas for decades. The leisure and hospitality industry is the lifeline for the Southern Nevada economy due to the reliance on tourism as the city’s main economic driver. The leisure and hospitality industry requires physical labor and more face-to-face customer interaction than other employment sectors. Thus, these jobs often do not require high educational attainment, but rather sharp soft skills like effective listening, nonverbal communication, and negotiation strategies. Policy initiatives such as the Western Undergraduate Exchange (WUE), a regional tuition saving agreement among colleges and universities operating in the western states, have the ability to increase mobility and promote human capital attainment. This brief will be focusing exclusively on how Nevada’s higher education system and related programs, specifically the WUE, can be improved to further attract and attain a higher-skilled workforce. This paper will cover a literature review of brain drain and its effects, investigate Nevada’s relationship with human capital and the WUE, as well as offer policy recommendations to improve attainment.

The purpose of this qualitative case study is to explain the dynamics of metropolitan policymaking in Las Vegas, Nevada. This study utilizes advocacy coalition framework to show how underlying beliefs among policy actors, and within the coalitions they form, impact decisions made at the level of the Nevada Legislature. The Growing Need For Diverse Teachers In The Mountain West, Michael Hansen, Diana Quintero

This policy brief examines the racial and ethnic diversity of the public teacher workforce in five Mountain West states, drawing on survey data from 1993 to 2016. We find increases in student diversity are generally outpacing teacher diversity in the region, though important differences in teacher-student parity and access to nonwhite teachers across states are also evident. In addition, we demonstrate the recruitment and retention of nonwhite teachers in these states lag considerably behind the rest of the U.S. This brief concludes with recommendations to help Mountain West states and districts promote greater racial and ethnic diversity among their teacher …

Despite substantial growth within the Latinx population and its access to higher education, there are still significant gaps with regard to degree attainment. In 2015, 36% of U.S. adults aged 25 and older had at least a bachelor’s degree. However, only 15% of those adults were Latinx, the lowest percentage amongst any racial/ethnic minority (NCES, 2016). While 67% of non-Hispanic White students entering four-year colleges complete their degree in six years, only 47% of Latinxs do so (Carey, 2009). In the wake of the Brown v. Board of Education (1954) decision, thousands of teachers of color lost their jobs as black students were integrated into mostly white schools. The number of black teachers in schools across the United States has never recovered resulting in a teaching workforce that is less diverse than the student population that they teach. Many studies have examined the possible impact of this discrepancy including the possibility that this has contributed to the black-white achievement gap that exists in the United States. Purpose: The purpose of this descriptive, qualitative study was to identify and describe the importance of the predictors of juvenile recidivism and the effectiveness of efforts to prevent/avoid juvenile recidivism as perceived by previously detained, arrested, convicted, and/or incarcerated adult students 18 years of age and older exiting from alternative education in Northern California. A second purpose was to explore the types of support provided by alternative schools and the perceived importance of the support to avoid recidivism according to adult students 18 years of age and older exiting from alternative education.

Public higher education has experienced a decline in state funding in real dollars. This has created financial challenges for many students and their families, as well as institutions.

Tax revenue has decreased as a result of the economic recession, causing state leaders to reprioritize their fiscal responsibilities. Higher education has been viewed as a discretionary expense in competition with other state programs, so funding can, and often, does vary. The purpose of this study was to determine the elements necessary for successful rural community development in Western Oklahoma. Thus, in addressing these “wide area electromagnetic (EM) effects,” we must be clever in deciding where to invest limited resources. Based on simple risk analysis, the electric power and communication infrastructures emerge as the highest priority for EM protection.
