Knoxville competes with other mid-sized metropolitan areas for economic development and business attraction at the national level. Cities such as Greenville, SC, Huntsville, AL, and Ann Arbor, MI have similar resources and attributes to Knoxville, yet they are consistently surpassing Knoxville in business attraction and expansion. It is necessary for policy makers to understand what factors are contributing to underperformance in order to better support Knoxville’s efforts to create an innovation fund. This fact sheet details how city and county governments within the Mountain West states of Arizona, Colorado, Nevada, New Mexico, and Utah allocated funds from the State and Local Fiscal Recovery Fund (SLFRF) portion of the American Rescue Plan Act (ARPA). Brookings Metro in partnership with the National League of Cities and the National Association of Counties created the “Local Government ARPA Investment Tracker” to display how communities across the country allocate this financial resource. This interactive site allows budget information from cities and counties to be added as such decisions are made.

This case study brings new attention to a critical but under-appreciated dimension of so-called “smart” cities: how smart city governance builds and relies on institutionalized sharing of data, information, and other forms of knowledge across all sectors of public administration. The Economic Impact Of City-County Consolidations: A Synthetic Control Approach, Joshua Hall, Josh Matti, Yang Zhou

Although more rapid development is a primary motivation behind city-county consolidations, few empirical studies explore the impact of consolidation on economic development. No studies look at government consolidation in the United States using modern causal inference methods. We use the synthetic control method (SCM) to examine the long-term impact of city-county consolidations on per capita income, population, and employment. The results from the three cases explored indicate that consolidation does not guarantee development and actually can have negative effects. Additionally, consolidation can deepen the urban-rural divide by accelerating the decline of rural populations relative to those of urban areas. The …

Each year, the projects draw upon a theme or lesson from the prior year. Last year and this year, fellows saw how the lived experiences of both their stakeholders and themselves generated nuanced and appropriate approaches to problem-solving. To evaluate critically the competing explanations for the persistence of the informal economy that variously represent this sphere as a residue, by-product, alternative and/or complement to the formal economy, this paper reports a survey of livelihood practices in 313 Moscow households. The finding is that the majority of households primarily depend on informal work to secure their livelihood and that although each and every theorisation is wholly valid with regard to particular types of informal work and/or specific population groups, no one articulation fully captures the diverse nature and multiple meanings of the informal economy in contemporary Moscow. To explain this, a range of competing theories have emerged which variously portray those engaged in self-servicing either as rational economic actors, dupes, seekers of self-identity, or simply doing so out of necessity or choice. Drawing inspiration from a burgeoning corpus of scholars who have begun to question the narrative of impending market hegemony, this paper seeks to further advance this emergent ‘diverse economies’ literature by constructing a conceptual framework for representing the multiple labour practices in economies. Transcending the simplistic market/non-market dichotomy, this conceptualises multiple kinds of labour existing along a spectrum from market-oriented to non-market oriented practices, which is cross-cut by another spectrum ranging from wholly monetised to wholly non-monetised practices. Building upon an emerging body of post-structuralist thought that has begun deconstructing this discourse in relation to western economies and post-Soviet societies, this paper further extends this critique to Sub-Saharan Africa by investigating the degree to which people in the Gambia rely on the capitalist market economy for their livelihood. This paper contributes to a small but growing body of thought that has questioned the hegemony of capitalism by revealing the persistence of multifarious economic practices in everyday community economies. To further advance this school of thought, first, a conceptual framework is developed to map the diverse economic practices used by communities and second, this is applied through a survey of 600 households in Ukraine.
