The purpose of this study was to explore the specific reasons why households in Kitere village, Kenya experience persistent food insecurity every year while the region enjoys the advantage of two planting/harvest seasons in a year. Kitere village lies within the lakeside region of Nyanza Province in Kenya, generally considered to be one of the more agriculturally productive parts of the country. The Participatory Rural Appraisal method was employed to gather qualitative data on the causes of food insecurity in Kitere village. The importance of international organizations to the development and diffusion of international policy norms is widely recognized but is increasingly tempered by an appreciation of the pathologies of policy transfer. Using a case study of the OECD’s campaign to promote transparency in global tax affairs, this paper identifies a new and relatively distinctive form of dysfunctional policy transfer. Specifically it argues that international organizations face bureaucratic incentives to promote weak or lowest common denominator standards in order to maximize their prospects of brokering successful international agreements. Collins, Jr. Center for Public Management at the University of Massachusetts Boston was hired by the Town of Carver to perform an independent assessment of the Buildings Study Committee’s proposals for the construction/renovation of three new public facilities including a fire station, police station, and elementary school. Specifically, the team from the Center was asked to review: 1) the selected and considered sites for the facilities; and, 2) the funding plan recommended by the Buildings Study Committee.

Community-based organizations face significant challenges in identifying data needs, and assembling data resources for service provision, strategy design and advocacy. We develop principles by which CBOs can develop and share large datasets in order to formulate and solve decision problems that improve the well-being of localized, often marginalized or distressed communities. We illustrate these ideas using field research from Boston, MA.

Why are most capitalist enterprises of any size organized as authoritarian bureaucracies rather than incorporating genuine employee participation that would give the workers real authority? Even firms with employee participation programs leave virtually all decision-making power in the hands of management. The standard answer is that hierarchy is more economically efficient than any sort of genuine participation, so that participatory firms would be less productive and lose out to more traditional competitors. This answer is indefensible. After surveying the history, legal status, and varieties of employee participation, I examine and reject as question-begging the argument that the rarity of genuine …

The slow economic recovery since the 2008 financial crisis and Great Recession requires state and local governments to continue to make difficult decisions concerning which taxes to raise and which expenditures to decrease in order to maintain a balanced budget. As expenditures usually raise economic growth and taxes generally hinder it, seeking the optimum combination of tax structures and expenditure options is necessary to encourage prosperity in a state. In this paper I study the effects of various expenditures and revenue combinations on growth in state personal income from 1977-2010 for 49 states and the District of Columbia. I find …

American households lost more than $20 trillion in wealth (in 2012 dollars) in the Great Recession, and households still had $10 trillion less in wealth at the end of 2012 than they had before the crisis. Worldwide, most global cities are located in coastal zones, but a paradox of sustainability is especially striking for American global cities. This article examines such paradox drawn between globalization-induced development and coastal ecosystems. It focuses on two developmental components found principally in global cities: (1) the agglomeration of foreign waterborne commerce and global business services and (2) the accelerated activity and mobility habits of a global professional class. Despite formidable gaps in research, some anecdotal evidence suggests unique hazards exist for the coastal ecology as globalization pressures expand a global city’s urban footprint.

To measure economic growth or recovery, one traditionally looks to metrics such as the unemployment rate and the growth in GDP. And in terms of figuring out institutional policies that will stimulate economic growth, the focus most often is on policies that encourage investment, entrepreneurial enterprises, and reward risk-taking with appropriate returns. There is growing consensus in the scientific community that the global climate is changing. Increasing average global temperatures are expected to increase both the frequency and intensity of extreme weather events, which will affect human civilization. However, these events do not need to become disasters. Analysis of past extreme weather disasters in the United States shows that failures in policy, specifically in terms of disaster preparedness, are the real culprit and not the actual weather event. Given the increasing destructiveness of storms and the projected increase in frequency, it makes formulating a coherent and effective national response a priority.

State Department officials stated at the end of 2011 that after a careful review of year's events concerning the terror group Al Qaeda, the threat of terrorism was now greatly diminished with little chance of retunring. Less than four months later, Al Qaeda affiliate group Al Qaeda in the Islamic Maghreb (AQIM) staged a coup in the West African country of Mali, effectively splitting the country in half. In light of the recent financial crisis and economic downturn, policymakers are looking at other options to raise tax revenue. One such option proposed is a financial transaction tax which would tax various cross-border transactions such as banking or securities transactions. The purpose of this paper is to measure the impact of clean drinking water, modern sanitation facilities and hygiene on child mortality rates in Senegal. Diarrhea-related morbidity is still fairly common among young children and this disease is mainly due to poor hygiene and environmental factors. Although extensive research has been done on the determinants of child mortality in Senegal, they were mainly descriptive studies that did not focus on a policy-related variable on which public policies could have a direct intervention. Using dummy dependent variable models, I find that drinking water source and sanitation facility are not individually statistically …
