Catalyzing Change In Higher Education: Social Capital And Network Leadership In The Competency-Based Education Network, Bruce William Haupt Jr.

Collaborative inter-organizational networks can be effective at catalyzing and supporting the generation and diffusion of new models and practices. With shared purpose, structure, and resources, network organizations can facilitate knowledge exchange and the growth of inter-organizational relationships. In this study, I sought to better understand how network organizations influence social capital and the spread of innovative practices. Of particular interest were the roles of national network and sub-national network organizations (sub-networks), and the interactive learning processes of network newcomers. Using Big Data to better understand urban questions is an exciting field with challenging methodological and theoretical problems. It is also, however, potentially troubling when Big Data (particularly derived from social media) is applied uncritically to urban governance via the ideas and practices of “smart cities”. This essay reviews both the historical depth of central ideas within smart city governance —particular the idea that enough data/information/knowledge can solve society problems—but also the ways that the most recent version differs. As states awaken to the realization that large, expensive surface transportation projects can no longer be undertaken given the constraints of current funding mechanisms, policy makers are beginning to rely more heavily on tolling as an alternate means of funding desperately needed infrastructure projects. Tolling technology has evolved considerably from the traditional cash collection that was prevalent fifty years ago to all electronic, high speed, open road tolling that allows vehicles to maintain highway speeds as they traverse tolling points. The local government tax-exempt debt market is a growing, and complex, sector of public finance. As local governments turn to debt financing the factors that contribute to interest costs of that debt have become important considerations for local government officials and politicians. Governance at the local level involves a network of overlapping governments some of which share a tax base. This system of overlapping governments that share a tax base are subject to externalities that arise from taxation, expenditures, and debt.
