Transformational leadership (TL) is the ability of a leader to convince a subordinate or follower to adopt organizational goals as their goals. Transformational leaders utilize intellectual stimulation, individualized consideration, inspirational motivation, and idealized influence to engage and mold their employees. Within the sphere of public management, current leadership research acknowledges the effect of TL but is still incomplete or inconsistent on how to catalyze TL consistently. Public officials, researchers, and practitioners agree police organizations need the proper tools to foster a stronger sense of ethical leadership to more effectively conduct police operations and work with communities. Much of the discourse surrounding African immigration to Maine has centered on the provision of public services that facilitate community development and integration. This project investigates different types of leadership strategies employed by African individuals in Maine that advance community objectives. When African immigrant leaders are empowered to affect public policy, they re-frame traditional conceptions of aid-dependency and vulnerability commonly applied to African immigrants in media and popular culture. Through leadership in nonprofit and civic spheres, African immigrant community leaders translate grassroots connectivity with informal networks into meaningful influence in the realm of public policy. Leadership on the African continent has been a focus of scholars as African nations have incredible human and natural resources but seem to be bereft of the leaders necessary to capitalize on its opportunities. Researchers acknowledge that the barrier to progress in the developing world is not the deficiency of money or natural resources, but suggested it to be the lack of leadership.
