This dissertation examines the effects that policies instituted to restrict the diffusion of technology between countries have on the development of technology and international relations. Diffusion restrictions such as export controls or strategic trade controls are often instituted for the purpose of increasing the national security of the implementing country. However, this project theorizes that these types of restrictions can have unforeseen effects on the level of technological development in the implementing country and other countries around the world. Sanctions busting refers to instances where third-party states increase their material support for states targeted by economic sanctions by increasing trade as well as foreign aid and investment, which, in turn, minimize the economic costs that sanctions imposed on target states. This concept privileges the sender and contributes to the “sender bias” inherent in the literature on economic sanctions. My dissertation instead argues that the terms sanctions opportunism may better reflect the nature of the processes at work when third-party states engage in sanctions busting either for commercial profit or as a “black knight” (or a combination of them both). …

Employing a qualitative case study approach, the current study aims to critically analyze the U.S.’s use of the Special Immigrant Visa program in Iraq and Afghanistan by examining the individuals it serves, the agencies through which services are rendered, and the state’s vested geopolitical interests in the program. Engaging in active participation, I observed and interacted with those who work within, assist, or utilize the services of Commonwealth Catholic Charities’ refugee resettlement program, including case workers, service providers, and resettlement clients themselves. The last 8 years have seen a dramatic increase in the flow of Central American apprehensions by the U.S. Border Patrol. Explanations for this surge in apprehensions have been split between two leading hypotheses. Most academic scholars, immigrant advocates, progressive media outlets, and human rights organizations identify poverty and violence (the Poverty and Violence Hypothesis) in Central America as the primary triggers responsible. This thesis examines the impact of China’s family planning policies on women’s attitudes towards family culture and the implications on China today. The family planning policies began in the 1970s as an emergency measure intended to create a short-term voluntary small-family culture by decreasing fertility rates. My research, comprised primarily of primary and secondary qualitative sources, discusses the development and implementation of the policies, the economic reforms beginning in the 1980s, and their joint effects on fertility rates, sex ratio at birth, women’s liberation, and changes in family culture, particularly in rural areas. Brain drain is the out-migration of educated individuals from an area. It is a problem with which Mississippi is overly familiar. This thesis uses data gathered from a survey of 965 respondents to identify who is leaving the state and for what reasons. The data gathered suggest confirmation that brain drain is an issue for the state, with roughly two-thirds of respondents having left the state or seriously considering doing so. The impetus for this varies with each individual, but respondents underscore economic and societal factors within Mississippi as pushing them away from the state. Quality of life factors are …

This research examines the evolution of sex work policy in France from a regulatory regime during the nineteenth century to an abolitionist stance after World War II to the 2016 adoption of the Nordic model penalizing the purchase of sex. I investigate the ongoing debate between preservationists and abolitionists and examine the arguments raised by each side, making the case that abolitionism has adverse consequences for sex workers. I look at the nineteenth century’s regulatory regime of controlling prostitution through a chapter written in French. This thesis investigates the unique interactions between pregnancy, substance involvement, and race as they relate to the War on Drugs and the hyper-incarceration of women. Using ordinary least square regression analyses and data from the Bureau of Justice Statistics’ 2016 Survey of Prison Inmates, I examine if (and how) pregnancy status, drug use, race, and their interactions influence two length of incarceration outcomes: sentence length and amount of time spent in jail between arrest and imprisonment. The results collectively indicate that pregnancy decreases length of incarceration outcomes for those offenders who are not substance-involved but not evenhandedly -- benefitting white …
