“As you stand for your values do so with gentleness and respect—that’s how we move our country forward.”
Mike Pence, 48th Vice President of the United States of America (2017-2021)
Since the founding of the United States of America, political discourse has often taken an unpleasant and nasty tone. Partisan disagreement concerning public policy is normal and policy should be the subject of vigorous debate. Disagreement, bickering, and even fights on the floor of Congress, are not new phenomena. However, today there is a growing sense in the country that civility and intolerance are on the rise. This study …

The Eagle’S Eye On The Rising Dragon: Why The United States Has Shifted Its View Of China, Jackson Craig Scott
Baker Scholar Projects
Since 1978, the People’s Republic of China (PRC) has long been viewed as an economic trading partner of the United States of America (US). The PRC has grown to be an economic powerhouse, and the US directly helped with that process and still benefits from it. However, during the mid-2010’s, US rhetoric began to turn sour against the PRC. The American government rhetoric toward the PRC, beginning with the Obama administration, switched. As Trump’s administration came along, they bolstered this rhetoric from non-friendly to more or less hostile. Then, Biden’s administration strengthened Trump’s rhetoric. Over the past ten years or …

The Eviction Landscape In South Carolina, Ethan Magnuson
The Eviction Landscape In South Carolina, Ethan Magnuson
Senior Theses
The purpose of this thesis is to describe and analyze the South Carolinian eviction crisis from the perspective of radical geography. South Carolina was chosen for the severity of its crisis and the lack of research at a sub-state level. Court records of eviction filings from 2019 were geocoded and tested for spatial clustering, which was clearly visible. Plaintiff names were used to identify the most frequent filers and distinguish landlords by type. At the census tract level, eviction filing counts were compared with neighborhood characteristics using negative binomial regression, and most were found to be significant in South Carolina. …

Gobernar: The Journal of Latin American Public Policy and Governance

Pathways, Not Punishment: An Annotated Snap Employment And Training Advocacy Toolkit For Policy Newbies, Angela Eastlund
Stevenson Center for Community and Economic Development—Student Research
For someone brand new to public policy advocacy, the concept can seem broad and putting it to practice can seem vague. In part, this is because the spectrum of public policy advocacy is broad and contains a vast variety of actions under its umbrella. The Chicago Jobs Council’s policy advocacy strategies around SNAP Employment and Training that are recounted in this toolkit are shared in context with the intent of shedding some light on the why, how, and when particular strategies are utilized. Our hope is that the examples shared here can be used to inform anyone that is a …

Youth Voice And The Promise And Peril Of Affirmative Governmentality: An Analysis Of New York City’S Borough Student Advisory Councils, Hillary R. Donnell
Dissertations, Theses, and Capstone Projects
This study addresses civil society and the state’s shifting approach towards the incorporation of youth in governmental decision-making since the 1990s, and the recent ascendance of youth voice councils as a method of civic engagement. It uses the New York City Youth Leadership Council Initiative and the Borough Student Advisory Councils as case studies. Relying on the author’s ethnographic participant observation and youth-voice frameworks, the paper provides an analysis of the individual, organizational and systems level effects of the New York Department of Education’s BSAC program. Further, the paper discusses affirmative governmentality as a lens through which to critically examine …

The Socio-Economic Impact Of The Disproportionate Occurrence Of Asthma In The State Of Mississippi: Should Reporting Be Mandated?, Lolita D. Gray, Jahniah Grimsley, Jabria Pearson
Journal of Health Ethics
The state of Mississippi continues to experience a disproportionate occurrence of asthma among its citizens and various associated socioeconomic impacts. The objective of this study seeks to gauge the perception of the participants in regards to this asthma disparity. Specifically, research questions seek responses to following: 1) Will mandated, systematic reporting of asthma occurrences among socioeconomically disadvantaged communities effectively address the asthma disparity and lead to a better quality of life? and 2) Will mandated, systematic reporting of asthma increase the socioeconomic impact among these communities? This cross-sectional study employs a case study methodology utilizing various research techniques, i.e. interviews, …

Courtroom To Classroom: Judicial Policymaking And Affirmative Action, Dylan Britton Saul
Courtroom To Classroom: Judicial Policymaking And Affirmative Action, Dylan Britton Saul
Political Science Honors Projects
The judicial branch, by exercising judicial review, can replace public policies with ones of their own creation. To test the hypothesis that judicial policymaking is desirable only when courts possess high capacity and necessity, I propose an original model incorporating six variables: generalism, bi-polarity, minimalism, legitimization, structural impediments, and public support. Applying the model to a comparative case study of court-sanctioned affirmative action policies in higher education and K-12 public schools, I find that a lack of structural impediments and bi-polarity limits the desirability of judicial race-based remedies in education. Courts must restrain themselves when engaging in such policymaking.

California's Foreign Relations, Christopher Gaarder
CMC Senior Theses
Globalization has significantly increased the number of stakeholders in transnational issues in recent decades. The typical list of the new players in global affairs often includes non-state actors like non-governmental organizations, multinational corporations, and international organizations. Sub-national governments, however, have been given relatively little attention even though they, too, have a significant interest and ability to shape the increasing flow of capital, goods, services, people, and ideas that has so profoundly influenced the global political economy in recent decades. California, arguably the most significant among sub-national governments – its economy would be seventh or eighth in the world at $2.2 …
Lobbying On Behalf Of The Faithful: Three Mainline Protestant Denominations And Their Advocacy Efforts On Capitol Hill During The 110th Congress, Julia Ann Summers
Lobbying On Behalf Of The Faithful: Three Mainline Protestant Denominations And Their Advocacy Efforts On Capitol Hill During The 110th Congress, Julia Ann Summers
Graduate Theses and Dissertations
A number of mainline Protestant denominations engage in direct lobbying and grassroots advocacy efforts with Congress on behalf of the poor and other marginalized groups. This study explores the work of three specific denominations the Presbyterian Church [PC(USA)], the United Church of Christ (UCC), and the United Methodist Church (UMC), as religious special interests. Specifically, the study explores how they facilitated their policy agendas on Capitol Hill during the 110th Congress (2007-2008). This question is answered primarily through interviews with and surveys of the professional staff engaged in this work during that session. Results indicate that each denomination works extensively …
Fairness, Justice And An Individual Basis For Public Policy, Douglas R. Oxley
Fairness, Justice And An Individual Basis For Public Policy, Douglas R. Oxley
Douglas R. Oxley
Prior models of the policy process have examined how human characteristics can affect policy decision-making in such a way that it leads to aggregate effects on policy outcomes as a whole. I develop a model of the policy process which suggests that emotions related to fair and unfair experiences in the same policy domain are utilized by decision-makers as policy criteria. In the lab, I empirically tested this, and find that emotions and experience related to fairness do influence the policy decision to move away from the status quo alternative. Based upon this result, I simulated the evolution of a …

An Interagency Approach To Reforming The Administration Of Federal Grant-In-Aid Programs: A Case Study Of The Indian Task Force Of The Western Federal Regional Council, Barry Joseph Wishart
CGU Theses & Dissertations
The administration of public policy has always been a challenge in the United States because power is divided and dispersed on both an institutional and a regional basis. Nowhere is this more obvious than in the administration of the federal grant-in-aid programs which developed during the 1960's. Effective administration of these programs has been hampered at the intergovernmental level by the tremendous explosion in the number of grant-in-aid programs, the increasing reliance on categorical grant-in-aid programs, the confusing network of red tape, the development of a "function bureaucracy" which has alienated state and local officials, and the lack of a …
