Examining The Aggregate Economic Impacts Of Criminal Record Expungement In Marion County, Indiana, Zane Callison
Examining The Aggregate Economic Impacts Of Criminal Record Expungement In Marion County, Indiana, Zane Callison
Lux et Fides: A Journal for Undergraduate Christian Scholars
This article investigates the individual economic effects of criminal record expungement identified in a previous article as they appear in the aggregate, particularly rates of unemployment and wages. As interest around the effects of overincarceration increases, criminal record expungement offers a possible solution to the economic woes faced by justice-involved individuals. To that end, this article examines unemployment rates and per capita personal income in Marion County, Indiana, where implementation of the state of Indiana’s criminal record expungement statute has been exceptionally effective. After an analysis, we find that criminal record expungement bears only a light or unclear causal relationship …
Evaluating Macro-Policy Attitudes About Abortion In The United States, Christopher Olds, Miriam Guadalupe Benavides-Ortega, Madison May Albers, Rocio Figueroa-Castro
Evaluating Macro-Policy Attitudes About Abortion In The United States, Christopher Olds, Miriam Guadalupe Benavides-Ortega, Madison May Albers, Rocio Figueroa-Castro
SACAD: John Heinrichs Scholarly and Creative Activity Days
Prior research on public opinion demonstrates attitudes about major issues often shift/move together. In other words, public support for government involvement in domestic affairs across multiple policy areas can be indicative of the general policy sentiment or public mood at any given point in time. In exploring specific issue areas in isolation, researchers can assess whether change in opinion on an issue area is significantly linked to fluctuations in views about macroeconomic conditions. The current research project will contrast quarterly public support for government involvement in the issue area of abortion through vector autoregression time series techniques examining whether prior …

Keepers Of The Peace Or Soldiers: An Analysis Of The 1983 Beirut Marine Barracks Bombing And The Rationale Behind Deploying Troops In A Peacekeeping Capacity, Brock Bellinger
Bound Away: The Liberty Journal of History
Despite President Reagan’s historic foreign policy success in ushering in the collapse of the Soviet Union and liberation of Eastern Europe, the loss of life during the Beirut Marine barracks bombing marks a substantial failure in Reagan’s foreign policy record. Reagan’s foreign policy failure in Beirut that resulted in the deaths of 241 Americans merits further examination amongst students of international relations as this peacekeeping mission illustrates the dangers of sending American troops into harm’s way without a clear and decisive goal and exit strategy. By evaluating the 1983 Beirut Marine barracks bombing, the hindsight and judgment of history allows …
A Wedge Issue For The 21st Century: The Conditional Effect Of Party Identification For Predicting Feelings Towards Immigrants And Refugees In A Higher Ed Setting, Nicholas Bauroth, Kjersten Nelson
A Wedge Issue For The 21st Century: The Conditional Effect Of Party Identification For Predicting Feelings Towards Immigrants And Refugees In A Higher Ed Setting, Nicholas Bauroth, Kjersten Nelson
Online Journal of Rural Research & Policy
The issue of immigration played an important role in recent U.S. elections. How did the salience of immigration and refugees in the 2016, 2018, and 2020 elections play out amongst young voters? Did increased opportunities to interact with immigrants and refugees affect respondents’ feelings towards these groups, as social contact theory might predict? The analyses here focus on a sample of college students, given that the higher education experience presents conditions for social contact theory to play out. We find that party identification is a key piece of the puzzle – measures of social contact theory operate differently for Democratic …
Unwilling Gamblers And Loaded Dice: Considering Recession And Crisis As A Natural Effect Of Financial Capitalism, Darlene N. Moorman
Unwilling Gamblers And Loaded Dice: Considering Recession And Crisis As A Natural Effect Of Financial Capitalism, Darlene N. Moorman
The Downtown Review
Under financial capitalism, ordinary people are increasingly becoming 'unwilling gamblers' of a risky and unstable system. This paper explores the social and institutional change behind the neoliberal movement and considers how the politics and policies of neoliberalism have contributed to a certain environment of financial instability. Looking at the changing nature of the economy, the rapid expansion of the financial sector, and the persisting issue of moral hazard underlying risky and speculative behaviors among other items, reveals a financial system in which recessions and crises can be considered a natural, although not inevitable, effect.
An Alternate Route: How Ronald Reagan Defied Expectations With His Approach To The Crosswinds Of The Patco Strike, Brock Bellinger
An Alternate Route: How Ronald Reagan Defied Expectations With His Approach To The Crosswinds Of The Patco Strike, Brock Bellinger
Bound Away: The Liberty Journal of History
One challenge which reveals an executive’s leadership ability involves making the decision to fire an employee. President Ronald Reagan did not enjoy firing employees, due in part to his own father struggling to maintain employment. When the 1981 PATCO strike occurred, several obstacles arose which tested Reagan’s ability to act. The Professional Air Traffic Controller’s Organization (PATCO) had publicly supported Reagan during his 1980 presidential campaign when other unions did not. Additionally, Reagan was sympathetic to unions, even serving as President of the Screen Actor’s Guild. These potential obstacles proved challenging from a political and personal perspective. However, when the …

“The United States’ Broken Immigration Policy: The Labor Shortage And A Public Policy Solution”, Timothy P. O'Brien, Melissa Beaudoin
Liberty University Journal of Statesmanship & Public Policy
The United States is a nation divided. The recent surge of illegal immigration into the United States has been the source of contention and debate among the American public. While some want to welcome all immigrants, others insist that immigrants enter the United States legally. With an emphasis placed on the accommodation and the placement of illegal immigrants, less attention has been paid to the United States’ need for immigration. This article asserts that while illegal immigration is a problem that must be addressed, more immigrants are needed. With sinking birth rates and an aging population, the United States needs …

A Geographically Targeted Approach For A Preceptor Tax Incentive Using Primary Care Health Professional Shortage Areas (Hpsas), Julia Mattingly, Sarah Belcher, Samuel C. Kessler
Commonwealth Policy Papers
Years before the COVID-19 pandemic brought on a health care shortage in Kentucky, its rural areas were already struggling to obtain and attract primary care medical practitioners. Even though the number of medical school graduates in the U.S. has steadily increased throughout the years, there is a general disinterest in rural or small-town practice, and legislators throughout the country have pondered ways to address this issue plaguing communities. Versions of Preceptor Tax Incentive legislation in Kentucky have been proposed in the General Assembly to address care shortages in the state, however, all have been unsuccessful at truly targeting rural areas …
The Commonwealth Takes An Important Step In Protecting Our Democracy, Ashish Vaidya
The Commonwealth Takes An Important Step In Protecting Our Democracy, Ashish Vaidya
eJournal of Public Affairs
Northern Kentucky University’s President Ashish Vaidya wrote an article celebrating Kentucky’s new bipartisan voting rights bill. Signed into law in April, the legislation is contrary to what we are seeing in other states and expands voting options in Kentucky. As an immigrant to the U.S. from India, President Vaidya has a unique perspective on democracy in America, and he is very passionate about higher education’s role to inform its students on their responsibility.
Illegal Abortion: Truth Vs. Fiction, Andrew T. Looker Jr.
Illegal Abortion: Truth Vs. Fiction, Andrew T. Looker Jr.
Liberty University Journal of Statesmanship & Public Policy
Numerous factual errors are made regarding the issue of abortion. These false claims are made in an attempt to scuttle efforts to restrict abortion. Some of the most frequent claims pertain to the effectiveness of pro-life laws themselves. One such claim is that thousands of women died from unsolicited abortions when the procedure was illegal, and that maternal deaths declined rapidly afterwards due to the legal availability of abortion. Another claim is that laws that either restrict or outlaw abortion are ineffective in reducing abortion rates. A comprehensive analysis of the best available data proves these assertions to be undeniably …

Sherman And His Historians: An End To The Outsized Destroyer Myth?, Mitchell G. Klingenberg
Sherman And His Historians: An End To The Outsized Destroyer Myth?, Mitchell G. Klingenberg
The US Army War College Quarterly: Parameters
For years, scholars have viewed the career of William Tecumseh Sherman in light of an antiquated destroyer myth and neglected his memoirs, which were written as a military textbook. This essay reviews Sherman’s legacy and literature, both of which contributed to the advancement of modern military thought. His experiences may serve as a prescriptive text to servicemembers, providing critical lessons on military warfare and philosophy still relevant today.

Absolute Impunity: On The Legacies Of 9/11 & The Policies Of The War On/Of Terror, Bryant William Sculos
Absolute Impunity: On The Legacies Of 9/11 & The Policies Of The War On/Of Terror, Bryant William Sculos
Class, Race and Corporate Power
It has been a little over twenty years since the attacks of September 11, 2001, and thus we are also going to be coming up on twentieth anniversaries of some of the most heinous restrictions on civil liberties in US history (though there is a lot of competition) and the twentieth anniversaries of instance after instance of unjustifiable atrocities committed in the name of the Stars and Stripes. Through autoethnographic reflection in conversation with Netflix’s Turning Point: 9/11 and the War on Terror (2021) and Spencer Ackerman’s Reign of Terror: How the 9/11 Era Destabilized America and Produced Trump (2021), …
Covid-19 Lockdowns Are Central Planning, Stephen Langeland
Covid-19 Lockdowns Are Central Planning, Stephen Langeland
Liberty University Journal of Statesmanship & Public Policy
The panic surrounding the COVID-19 pandemic led politicians to implement lockdowns and issue “stay-at-home” orders that follow in a long line of government attempts over the past century at economic central planning. With only a few notable exceptions among the several states, elected officials and bureaucrats seized on emergency powers afforded them by the onset of the novel coronavirus. In mid-March 2020 the publishing of the now infamous epidemiological models gave governments the sensational information they needed to get the wheels of government planners turning. The present government-induced crisis once again demonstrates that the intellectuals of the ruling class responsible …
Sanctuary In The City Of Brotherly Love: Probing The Effectiveness And Broader Implications Of Philadelphia’S Sanctuary City Policies, Thomas A. Koenig
Sanctuary In The City Of Brotherly Love: Probing The Effectiveness And Broader Implications Of Philadelphia’S Sanctuary City Policies, Thomas A. Koenig
Gettysburg Social Sciences Review
Amidst the already fraught politics of immigration, “sanctuary” policies, whereby state and local law enforcement agencies limit their cooperation with federal immigration enforcement authorities to varying degrees, have emerged as a particularly contentious issue. This paper sifts past the political vitriol surrounding the issue of “sanctuary” and uses original survey research in Philadelphia to answer a straightforward question: Are these policies working? That is, are the city of Philadelphia’s sanctuary policies actually building trust between its undocumented residents and local law enforcement, thereby laying the groundwork for higher rates of crime reporting and safer communities? My results from a survey …

The Battalion Commander Effect, Everett Spain, Gautam Mukunda, Archie Bates
The US Army War College Quarterly: Parameters
Statistical evidence suggests Army battalion commanders are significant determinants of the retention of their lieutenants—especially high-potential lieutenants. Further, this so-called Battalion Commander Effect should be included in brigadier general promotion board assessments and used to inform officer professional military education curricula.
Samuel Huntington, Professionalism, And Self-Policing In The Us Army Officer Corps, Brian Mcallister Linn
Samuel Huntington, Professionalism, And Self-Policing In The Us Army Officer Corps, Brian Mcallister Linn
The US Army War College Quarterly: Parameters
Drawing on Samuel P. Huntington’s three phases of self-regulation used to determine if an occupation qualifies as a profession, this article focuses on the third phase of policing and removing those who fail to uphold the standards set forth in the first two phases. It reviews how the US Army implemented this phase following the Civil War through the post–Vietnam War years and the implications for the officer corps.

Great (Soft) Power Competition: Us And Chinese Efforts In Global Health Engagement, Michael W. Wissemann
Great (Soft) Power Competition: Us And Chinese Efforts In Global Health Engagement, Michael W. Wissemann
The US Army War College Quarterly: Parameters
Global health engagement, an underutilized strategy rooted in the strengths of soft power persuasion, can lead to more military-to-military cooperation training, help establish relationships that can be relied on when crises develop, stabilize fragile states, and deny violent extremist organizations space for recruiting and operations. Examining Chinese efforts worldwide to curry favor and influence and the challenges posed by the COVID-19 pandemic, this article shows health as a medium is a very compelling and advantageous whole-of-government approach to national security policy concerns.
