Through policies or programs, states can influence industries to align with their vision of what a sector should become. However, this vision is subject to influence from actors of the industries which emphasize the importance of the relationship between the state and interest groups. In this dissertation, we observe the evolution of 9 Canadian agriculture risk management programs implemented by two provincial governments between 1990 and 2020 to understand how such programs coped with the new trends in agriculture. Over the past two decades, the diagnoses of gluten allergies and celiac disease has increased significantly. Although there has been no development of a cure for either ailment, these conditions can be managed by the elimination of glutenous foods from a person’s diet. In previous studies, the financial cost of replacing or excluding glutenous foods was higher than the financial cost of diets that do not exclude gluten. In recent years, there has been an intensifying campaign by some stakeholders regarding concern over genetically modified (GM) foods in the U.S. As a result, the issue of labeling has entered into the federal agenda. This research uses Query Theory to provide a deeper understanding of the demand for GM foods and the preferences for GM policy. Query theory is first applied to the formation of hypothetical bias in the estimation of consumers’ willingness-to-pay. To address this, the honesty oath is used as an ex-ante technique to reduce hypothetical bias.

Rice is a staple food in Asia and its prices at national and international levels are largely influenced by different policy actions of trading countries. The consequence of the 2008 food crisis was food riots and rationing of rice in many nations. While billions of dollars flow into low-income countries each year to help alleviate poverty, assessing the effectiveness of these dollars is a challenging task. The literature is rich in studies that measure the benefits of rural development programs. However, many of these studies lack a temporal dimension because they measure cost and benefits for only capital investments and for only a single, static year, while not accounting for skill enhancement.
