In January 2020, Nebraska Community Foundation began working with Center for Public Affairs Research at the University of Nebraska at Omaha to co-create a survey designed to explore young people’s perceptions and perspectives of their Nebraska hometowns. Over 1,000 high school students responded to the online survey which was administered in rural communities of varying sizes and geography between January and May 2020. The results of the Youth Survey begin to reveal the priorities, values, and desires of these individuals as well as factors that may influence their decision to return to or remain in Greater Nebraska in the future. …

The planning committee of the Nebraska Legislature is charged with establishing and maintaining a future focus on the priorities of the State. Its responsibility is to assure continuity of policy to achieve long term goals. The committee will do so by collecting and analyzing data, identifying priorities, setting long term goals, and establishing benchmarks.

What are racial and ethnic disparities (RED)? RED refers to racial and ethnic differences in contacts and experiences with the criminal and juvenile justice systems.1,2 Measuring the extent to which RED exist in the justice system is a first step toward identifying the ways to improve upon how well the system upholds the principle of equal treatment under the law.3 Prior research shows that RED are prevalent across multiple points of contact with the juvenile justice system in Nebraska.1,3 There is also a large body of evidence demonstrating RED in the adult criminal justice system nationwide.4 The purpose of this …

In the United States, cross-sector partnerships, a form of collaboration, are becoming increasingly common in practice (Gray & Purdy, 2018). However, questions remain regarding the effectiveness of these partnerships and if the many challenges of using them can be overcome. In particular, the intersection of cross-sector partnerships and power, which can deeply impact these partnerships, needs more attention. This study used interpretive phenomenology to understand, from the participant perspective, (a) the experience and construction of power, (b) the impact of power on participants, and (c) how power dynamics in these initiatives compare to dynamics in organizations. The COVID-19 pandemic has made it clear that a sense of community responsibility is crucial to mitigate the effects of viral spread. Many citizens across the world have heeded the call to isolate and self-distance, yet large numbers of individuals do not seem to understand their responsibility for others. This article explores how a sense of community responsibility is born in community contexts, how various features of a crisis impact community responsibility, and how public administration plays a crucial role in facilitating mitigation and solutions to crisis. A group of Nepali diaspora members, represented by the Non-Resident Nepali Association (NRNA), started a campaign in 2009 to establish the Open University of Nepal (OUN) in partnership with the government of Nepal. Their motivation was to develop a quality university for the masses by mobilizing local, diaspora, and international collaborators for producing and disseminating knowledge in the public domain. The university was subsequently established in 2017 but it drifted away from many of the original objectives. “Emergent Women’s Global Political Leadership: Progress Despite Constraints” seeks to trace why and how female political leaders emerge at the global level. Evidence points to certain cultural factors, often expressed by laws, constraining or supporting women as they seek political advancement. Data shows women leaders are emerging more and more, though slowly, as political leaders around the world. Abstract

This study researched the education and training of public information officers (PIO) within Kentucky. Even though training exists, the effectiveness of prior training and education of currently employed public information officers is unknown. As the formalization and importance of the role has evolved in recent years, it is more important to determine and possibly create proper training and post-secondary courses to prepare public information officers for their role. Interviews were conducted, utilizing standard questions with practicing public information officers throughout the state.
