The populist programs deployed by government have a higher degree of being used as strategy to increase support at elections known as pork barrel politics. This paper finds that similar pattern also happened in the allocation of grants and social assistance in the province of Banten provided by the local government. This research aims at ans¬wering the question: can the grants and social assistances allocated by incumbent in Banten Province in 2011 be categorized as pork barrel distributive politics? Hazardous materials are prevalent in all communities in the United States. They are stored and they are transported. Regardless of the method of transport, (for this study defined as: pipeline, rail, roadway, air, or water) hazardous materials are generally transported without incident. However, consequences of a hazmat transportation incident can be extreme with serious repercussions to public safety, life and wellbeing, the environment, and infrastructure. To plan for and mitigate these consequences, communities may choose to examine the transportation of hazardous materials through high risk areas – areas with sensitive ecosystems or high population – to better develop strategies.

Is civility dead? Americans ask this question every election season, but their concern is hardly limited to political campaigns. Doubts about civility regularly arise in just about every aspect of American public life. Rudeness runs rampant. Our news media is saturated with aggressive bluster and vitriol. Our digital platforms teem with expressions of disrespect and trolls. Reflecting these conditions, surveys show that a significant majority of Americans believe we are living in an age of unusual anger and discord. Perceptions Regarding Public Safety In Portland’S Humboldt Neighborhood, Kris R. Henning, Greg Stewart

Criminology and Criminal Justice Faculty Publications and Presentations

The Portland Police Bureau (PPB) has partnered with Portland State University (PSU) to develop new strategies for improving public safety and police-community relations. The initiative seeks to provide residents with greater voice in where police work in their neighborhood and what steps the police take to address public safety concerns. The current report presents the findings from a household survey conducted in Portland's Humboldt neighborhood. Residents' top concerns were gun crimes, gang activity, and traffic safety. The majority of residents support increased foot patrols by officers and community meetings as a means for reducing crime and strengthening police-community relationships.

The Limits Of Liberal Planning: The Lindsay Administration's Failed Plan To Control Development On Staten Island, Jeffrey A. Kroessler

Staten Island grew rapidly after the Verrazano Narrows Bridge opened in 1964. Mayor John Lindsay introduced a plan to control and guide development there, and encouraged planned unit development. The Rouse Company, then building Columbia, Maryland, was contracted to plan new communities for the southern third of Staten Island to more than double the borough’s population. State Senator John Marchi introduced legislation for the South Richmond Development Corporation in 1971. The plan called for the city to use eminent domain to buy property and transfer it to the Rouse Company, which would also construct residential towers on landfill in Raritan …

Public participation is becoming a more common characteristic of constitutional drafting processes around the world, and Africa has not been an exception in this regard. This paper seeks to survey several of the public participation processes undertaken in a number of African nations, in order to examine the methods followed and the effects produced by such processes. For that purpose, I have analyzed the constitutional drafting efforts in South Africa, Uganda, Eritrea, Zimbabwe, Rwanda, Kenya, and Egypt. These processes all show different circumstances and approaches, with variations in terms of their top-down or bottom-up nature, and, more importantly, in terms …

Today, more than ever, society needs high-quality environmental education programs that succeed in moving values and changing behaviors in the direction of sustainability and conservation. The most common definition of outdoor education comes from "education in, about, and for the outdoors" (Donaldson and Donaldson, 1958, p. 63). They described outdoor learning as taking place “in” the outdoors and the subject matter being “about” nature or the outdoors. The Clark County Parenting Project offers a series of free programs to help parents become more effective in raising their children. This program evaluation focuses on Teen Triple P, one of the six programs offered by Clark County, evaluating the effectiveness of the program to the community. The Parenting Project partnered with the University of Nevada, Las Vegas, School of Public Policy and Leadership to be a participant in a program evaluation. The evaluation will serve as a tool to determine the overall effectiveness in meeting program goals and objectives as well as determining strengths and weaknesses in program implementation.

With 48 million Americans currently struggling with hunger, addressing food insecurity in U.S. communities remains a persistent issue in need of a remedy. Conversely, food waste is the single largest material deposited in American landfills, with an estimated 70 billion pounds wasted annually. The recovery of this food waste, or “food rescue” in food banking jargon, offers an ideal solution to fight hunger in our communities. Since the mid-1990s, UN special procedures reports have increasingly addressed human rights violations related to sexual orientation. However, it was not until 2011 that the first UN resolution on human rights and sexual orientation was adopted. After considerable difficulty, a follow-up resolution was adopted in late 2014. This policy and practice note examines the challenges of adopting sexual orientation resolutions at the UN Human Rights Council. The Nebraska Legislature's Planning Committee was created in 2009 with the passage of LB 653 in order to help establish a process of long-term state planning with the Nebraska Legislature. The committee was created to assist state government in identifying emerging trends, assets and challenges of the state and the long-term implications of the decisions made by the Nebraska Legislature.

On Multiethnic Schools In Consociational Democracies: A Comparative Analysis Of Brčko District And Bosnia-Herzegovina, Jusuf Šarančić

The 1995 Dayton Peace Agreement both ended the Bosnian War and created the consociational democracy that exists in Bosnia and Herzegovina to this day. The ethnic autonomy created by the Dayton Agreement has resulted in a frozen conflict between ethnic groups that has manifested itself in the country’s monoethnic education system. This study explores the short-term stability under consociationalism and the long-term stability under a multiethnic education system. Additionally, this study explains the importance of the country’s only multiethnic education system in Brčko District and how it came into existence.

The following tables and graphs look at the number and percentage of children living in families where all parents present are in the labor force. The data are from the U.S. Census Bureau’s 2010-2014 American Community Survey (ACS).

The tables in this report are based on the Legislative District that were approved by the Legislature in 2011 and were based on the data from the 2010 Census. Because of changes in Legislative District boundaries, the tables in this report are not directly comparable to prior reports using the previous boundaries.

The purpose of this research is to provide an analysis of the United Nations Security Council compliance with the Charter of the United Nations and the effectiveness of its Responsibility to Protect innocent civilians from crimes committed against them, particularly within the Syrian region in the Middle East. In addition, this research suggests that the Security Council needs reform in order to meet its obligations and function effectively in world crises. In order to achieve this, the research proposes multiple reform recommendations that could be implemented immediately within the system.

Climate change is one of the greatest challenges currently facing our world, and in the field of planning there has been much attention paid to climate action planning by environmental leader cities. However, political controversy surrounds climate change in the United States, making it difficult for some cities and regions to explicitly and effectively respond to climate change. After considerable research, it was determined that a research gap exists that examines the overall impact of school choice concerning magnet and traditional high schools. The timing is especially critical in Texas with the passing of House Bill 5, which attempts to loosen the stranglehold of standardized testing.
