This handbook has its origins in a conversation between the author and Dr. Theodore Maher in the spring of 1981. The conversation centered on the role that we believed soon would be played by microcomputers in local governments and the concomitant need for training and technical assistance in the acquisition and use of microcomputers.

The Center for Applied Urban Research provided a variety of research, technical assistance, and training services during 1983-1984. Service was provided to clients from local and state governments and to non-profit organizations as well as private industry. Communities across Nebraska were the recipients of CAUR assistance. These included Omaha, Lincoln, Grand Island, Nebraska City, Wayne, Gothenburg, and Scottsbluff. State agencies served included the Nebraska Crime Commission, the Department of Social Services, and the Equal Opportunity Commission.
