Concern over the nature and extent of local property tax rate variation is not uncommon. Yet published empirical evidence is practically nonexistent. This is especially so when intrajurisdictional comparisons are made. This study was undertaken to shed light on this issue as it relates to census tracts and housing markets in the City of Omaha.

This study provides an analysis of market conditions for subsidized dwelling on its for a two year period from September 1971 to September 1973. It emerged because of the strong and prevailing belief that there exists today in the Omaha Housing Market Area (HMAl an urgent and unmet need for a large number of safe, decent dwelling units available at prices or rents that low and moderate income families can afford. In spite of the recent emphasis on minority group problems, there are still significant gaps in the store of knowledge about the American Indian in the urban setting. Omaha is not unique. Much empirical data can be found in the census figures, but it must be extracted and synthesized before it becomes meaningful. Even so, the picture of the urban Indian in Omaha is far from complete. If realistic solutions to the problems confronting urban Indians are to be found, a great deal more empirical research·should precede and accompany the development of programs. Changing Income Patterns Of The Omaha Metropolitan Area Black Populations, Ralph H. Todd

This study investigates the changing income patterns of black families and unrelated individuals in the Omaha metropolitan area. 1 The study carried out at the Center for Applied Urban Research is based upon 1960 and 1970 census statistics and involves comparing the distribution of reported incomes for 1959 with those in 1969, making adjustments for inflation. The adjusting factor employed in this process is the Consumer Price Index for the Kansas City Region produced by the Bureau of Labor statistics.

One possible use of the data contained in this report is to test hypothetical statements about race and home ownership. This report is part of a Center for Urban Affairs project which also involved the development of a system for assisting individuals in locating suitable child care facilities (Child Care Facility Locator System). The report consists of the results of the survey which was a prerequisite to planning the locator system, and provides a summary of licensed child care facilities as they exist in Omaha.

Changes in Omaha population from 1960 to 1970 have been more areal than real. While significant spatial changes of population may be noted, the rate of population growth during the decade can only be described as moderate. This is a conclusion from initial output from the U.S. Bureau of the Census' 1970 First Count computer tapes.

The census computer tapes provide population and housing data in more detail and in finer geographic areas than the traditional printed reports. In addition, since they are the medium through which the printed reports are generated, they provide valuable advance data to census users.

This study is an extension and refinement of a previous report on the Omaha Standard Metropolitan Statistical Area (SMSA) by Perry P. Chang. The present study makes three major changes in Chang's report, in that it obtains output and value added of industries in the Omaha area, exports and imports of the industries, certain income multipliers, forecasts of output in the Omaha area. for 1975 and 1990, and compares the three results with Chang's.

The survey of projects was initiated by Miss Kessler, who located sources pertaining to work-orientation in the junior high school, remedial programs for drop-outs, and programs in which language skills were taught in the context of teaching units and courses in occupations. A form was mailed to various cities to obtain curricula and reports on projects.

This is the third of a series of continuing studies in the attempt to ascertain Omaha's retail trade area. The method utilized, as in the past, is that of recording license plate prefix numbers at the three major and two minor shopping points within the Omaha SMSA.
