This white paper was written as a course requirement for POLS 324 Advanced Public Policy Analysis at Montclair State University in fall 2025. The current study investigates the relationship between noun classes and plant folk taxonomy in Chasu (G 22). The study focuses on two objectives: the first objective is to describe the plant folk taxonomy in Chasu and the second objective is to determine the relationship between noun classes and plant folk taxonomy in Chasu. Data were collected from rural villages in Same and Mwanga districts by using free listing, field interviews (jungle-walk-and-identify), and written texts containing Chasu plant names. The findings reveal that Chasu folk taxonomy reflects different ethnobotanical categories; including a unique beginner which is mmea/mimea ‘plant(s)’, and three life …

This fact sheet presents data on police killings between 2013 and 2023 for the five Mountain West states of Arizona, Colorado, Nevada, New Mexico, and Utah. The Brookings Institution report, “The state of police reform: measuring progress in each state,” tracks the total number of killings by police and the number of killings by police per one million residents in all 50 U.S. states and the District of Columbia. This fact sheet reports data on the total number of people killed by police and the rate of police killings per capita for each Mountain West state.

Patriotism, an important determinant of American civil-military relations, is in decline among many Americans. This article analyzes the results of an extensive national survey fielded to assess Americans’ attitudes and finds that more veterans value patriotism than Generation Z nonveterans, that Americans’ trust in their military is correlated with their value for patriotism, and that members of Generation Z are more likely to consider serving in the US military if they value patriotism. Although patriotism is normally a source of national unity, it may now be a source of division between veterans, nonveterans, and Generation Z.

This article argues that Russia’s Arctic land forces have been weakened by the Russia-Ukraine War and NATO’s northern expansion, creating a strategic window for Western militaries to bolster their Arctic capabilities. Unlike existing studies that focus on maritime operations and the Northern Sea Route, it integrates technical assessments of ground-based Arctic platforms with analysis of military-district reforms. This study aims to inquire the Political Budget Cycle (PBC) by examining the relationship between the presence of an incumbent during the simultaneous district/city level elections in 2015, 2017, 2018, 2020 and village financial assistant. Using the village financial assistant data in 2013-2021, this study conducts a random effect model. The results showed that the existence of an incumbent is significantly correlated with an increase in village financial assistant in one or two years prior to election. Meanwhile, in the election year, there is no significant relationship between variables. The PBC took place in the years prior to election.

This quality improvement project focuses on optimizing the intake process for the Removal Defense Program at a nonprofit immigration legal office serving asylum-seeking clients. The existing intake relied on unstructured, phone-call-based intake interviews that gathered incomplete information, leading to inconsistent documentation, reduced efficiency, and significant client processing delays. A structured, multilingual, and multiplatform new-client admission protocol coupled with the implementation of a client-facing resource guide for waitlist clients were co-developed and implemented using the Lippitt Change Theory framework. This introduction came with much controversy due to the widespread fear that super PACs could undermine the election system by giving wealthy individuals or organizations an undue influence. This research study examines how gender-based violence (GBV) policy in the United States marginalizes Black women through race-neutral language and punitive frameworks. Despite facing disproportionate violence, Black women are often excluded from policy narratives, debates, and institutional priorities. Grounded in Black Feminist Thought and the Narrative Policy Framework, this study investigates how exclusion operates across legislative, digital, and institutional domains, and how Black women in public service resist and reshape GBV policy through care-centered, survivor-informed practices. This article argues that thinking creatively about war termination, both philosophically and politically, utilizing jus post bellum principles and counterintuitive political trade-offs, reveals an opportunity to achieve a sustainable peace that approximates justice. The article surveys how war aims among belligerents have changed, indicating that further change is possible, particularly at the point of war termination. Next, the article examines jus post bellum principles and their application to the Russia-Ukraine War. Finally, the article contends that Ukraine relinquishing Crimea and the Donbas in exchange for NATO membership might be the key to achieving a durable peace that addresses long-term security.

This article argues that China’s intervention in a Korean conflict will hinge more on North Korea’s ability to hold territory than on bilateral ties. Rather than treat Chinese intervention as a yes-or-no proposition, this study models three scenarios—full intervention, sustained support, and limited support—based on North Korean resilience. Using Chinese-language sources and scenario-based analysis, it assesses how each model would shape key functional areas such as ISR, cyber, materiel, and force posture. The findings offer US defense planners a framework for anticipating variable People’s Liberation Army involvement in a future Korea contingency.

This article argues that the current National Security Strategy lacks the necessary coherence and fidelity to mobilize collective action against the emerging Russia-China axis. It merges multiple theoretical concepts to assert that the “rules-based order” theme is insufficient for mobilizing public support. Using textual analysis of the strategy compared with publicly available polling to determine levels of popular resonance, the authors find that the “rules-based order emphasis” does not resonate. This study’s conclusions will assist practitioners as they develop an updated National Security Strategy in the new presidential administration.

This paper examines the dynamics of power asymmetry in the interdependent relationship between Cameroon and France from 2000 – 2024 with a focus on security and economic cooperation. The main research question asks: To what extent has power asymmetry reinforced or mitigated the interdependent relationship between Cameroon and France within the realm of economic and security cooperation? Based on the hypothesis that increased interdependence between these two states during this period has strengthened existing power disparity. The paper examines how such dynamics have restrained Cameroon’s autonomy and its capacity to pursue policy goals.

Earlier this year, the Paterson City Council proposed an ordinance to criminalize homelessness. Many residents were unhappy with the proposed ordinance, feeling that it was unjust to treat the homeless in Paterson that way, and that it wouldn’t effectively address the root causes. The ordinance was withdrawn, but homelessness in Paterson still needs to be addressed. This paper proposes alternate solutions to homelessness; through increasing shelter capacity, affordable housing, modifying the ordinance, increasing in voluntary commitment, measures, and alternatives to involuntary commitment.

Global Constructions Of Gender, Sexuality, And Migration: An Analysis Of Five Immigrant Memoirs, Grace Halvorson

This capstone analyzes five memoirs by LGBTQ+ migrants—Jose Antonio Vargas, Edafe Okporo, Staceyann Chin, Danny Ramadan, and Samra Habib—to explore how governments weaponize gender and sexual orientation to construct national identity and exert control over both citizens and migrants. Their diverse migration experiences highlight how “gender border control” operates across families, communities, and national government systems, reinforcing heteronormative structures that regulate queer identities. My analysis of their memoirs reveals how both formal tools, such as immigration policies, and informal tools, such as social exclusion, make individuals outside heteronormative identity categories susceptible to state and societal violence. Reassessing Policy Responses To Irregular Migration In Receiving Democracies: A Process-Tracing Analysis Of Transactional Migration Governance, Otoniel Ramos

This policy brief analyzes the growing use of transactional migration agreements (TMAs) by receiving democracies—bilateral arrangements that exchange financial or diplomatic concessions for the external enforcement of migration control. While politically expedient, TMAs often generate long-term strategic liabilities: they reduce state control over enforcement outcomes, expose receiving states to coercive leverage by partner states, and weaken normative commitments to transparency and rights protection. Using analytic process tracing and formal modeling, this paper identifies four recurring mechanisms by which TMAs evolve into systems of asymmetric dependence. This study looks at the potential impacts of social media advocacy on mobilizing the pubic. Drawing from the Pew Research Center’s 2018 American Trends Panel, I look at Americans’ views of technology, political involvement, and their perceptions of social media and online engagement. I found that younger respondents view social media as more important to their political engagements. I find a significant relationship between census region and perceived importance of social media on issue involvement, as well. Respondents from the southern United States who consider themselves to be "very liberal" report a greater influence of social media on their involvement …

Sexual harassment is a widespread issue influenced by societal attitudes that stem from victim blaiming and rape myth acceptance. These perceptions are often shaped by the identities of the parties involved, however there is limited research on how gender and race influence blame attribution. The purpose of this study is to examine how different identities shape public perceptions of victims in sexual harassment scenarios. Through using a nationwide sample and survey experiment, participants were randomly assigned to receive one of eight different hypothetical scenarios that differed by the race and gender of the victim, and the gender of the perpetrator. …
