International Monetary Fund: Special Drawing Rights Allocations, 2009, Ikbal S. Ahluwalia, Owen Heaphy, Rosalind Z. Wiggins
Journal of Financial Crises
Despite efforts by the world’s major economies to address stresses in the global financial system, by early 2009, the Global Financial Crisis caused developing and lower-income countries to experience shortages of the major reserve currencies. In August 2009, the International Monetary Fund (IMF) distributed a general allocation of Special Drawing Rights (SDR) of unprecedented size—totaling USD 250 billion (SDR 161.3 billion)—to all member countries in an effort to address these issues and provide liquidity to the world’s economies. In September 2009, it also distributed a special “catch-up” allocation of USD 33 billion in SDRs (SDR 21.5 billion) to eligible members …

International Monetary Fund: Short-Term Liquidity Line, 2020, Carey K. Mott, Léo Brougher
Journal of Financial Crises
As the COVID-19 pandemic spread in March 2020, global financial conditions tightened considerably. In response, global reserve currency-issuing countries extended bilateral swap lines to select countries. Strong demand for US dollar liquidity among emerging markets led the International Monetary Fund (IMF) to introduce the Short-Term Liquidity Line (SLL) on April 15, 2020. The SLL functioned as a swap lending facility. Unlike other IMF liquidity tools, the SLL was a revolving credit line that allowed countries to repeatedly draw funds and make repayments, with each repayment restoring access up to the approved limit across SLL arrangements. Its purpose was to enable …

International Monetary Fund: Foreign Exchange Liquidity Through The Special Drawing Rights Allocation, 2021, Vincient Arnold
Journal of Financial Crises
The official response to the COVID-19 pandemic was costly for governments, particularly those in developing economies with significant existing external debt. On August 2, 2021, the International Monetary Fund (IMF) announced in a press release the allocation of SDR 456 billion (USD 650 billion) in Special Drawing Rights (SDRs) to “address the long-term global need for reserves, build confidence, and foster the resilience and stability of the global economy.” The COVID-19 allocation was a form of unconditional (or “concessional”) liquidity to IMF member nations, similar to a capital injection or grant. It was the fourth-ever general allocation and the largest …

This study investigates the demographic, religious, and psychological correlates of charitable giving during times of uncertainty. We employ structural equation modeling to understand the mechanisms that underlie faith-based philanthropy amongst Muslims. For this purpose, we analyzed Muslim American philanthropy during the month of Ramadan in 2020, a month traditionally associated with increased religiosity and philanthropy. Utilizing a sample of 1,722 Muslims in the United States and Canada, uncertainty intolerance was associated with financial anxiety (B = .26), which in turn was related to donating less money (B = -.06). Financial anxiety was also associated with subjective financial well-being (B =.-.22), …

Proceedings from the Document Academy
The SRIKANDI application, a cornerstone of Indonesia's digital records management initiative, embodies the nation's commitment to modernizing governance through electronic systems. This study employs Niels Windfeld Lund’s Complementary Documentation Analysis Model to dissect SRIKANDI'S evolution (diachronic analysis) and its current state (synchronic analysis), offering a comprehensive understanding of its role in Indonesia's e-government landscape. Diachronically, SRIKANDI'S development reflects a strategic shift from fragmented, standalone applications towards a unified, interoperable platform, as mandated by Presidential Regulation No. 95 of 2018. This transition aims to streamline government processes, reduce redundancy, and enhance budget efficiency. Synchronically, SRIKANDI is evaluated as a digital platform …

Accountability Matters: An In-Depth Analysis Of Institutional Faculty Support Programs And How They Impact Black Faculty., Lakan Lashona' Powell
Theses and Dissertations
The experiences of Black faculty at predominantly White institutions have a complex history and have caused one glaring issue: a lack of retention. Specific calls to action have led to changes; however, more should be done to ensure this underrepresented group is utilized in the most effective manner. While most scholars focus on Black faculty who do not stay; it is critical to explore those who do. The purpose of this research was to distinguish what influences IFSPs played in the faculty success and ultimate stay of Black faculty at two predominantly White institutions in the state of Mississippi. This …

This qualitative multi-case study of the operations of Idaho drug treatment courts explores the application of two theoretical frameworks: therapeutic jurisprudence and procedural justice. Semi-structured interviews, based on a phronetic iterative approach and analysis, were conducted with 20 enrolled participants and 10 judges from courts and communities of varying sizes, located in four geographic areas of Idaho. Korea: The Enduring Policy Blindspot, Justin Malzac, Rene A. Mahomed
The US Army War College Quarterly: Parameters
The threat posed by the Democratic People’s Republic of Korea is a neglected and under prioritized problem across the US government, requiring a dramatic change of approach. Most proposals for Goldwater-Nichols reform focus on geography, either increasing or decreasing the number of geographic commands. Based on our personal experience as Joint military planners at strategic-level headquarters, we argue that the change needs to go further, focusing on global national security problems instead of geography. This article’s analysis and conclusions will provoke conversation across the national security enterprise about how the United States competes with multiple global threats.

The American Way Of Studying War: What Is It Good For?, Michael P. Ferguson
The US Army War College Quarterly: Parameters
Academic military historians, government institutions, and defense practitioners have unique purposes for advancing the study of war that influence the way they consume and produce history. Although there is substantial scholarship covering how the discipline of military history has changed since the late nineteenth century, the literature surrounding why it changes and how it is used is less plentiful. Using primary and secondary sources to contextualize debates between historians, this study traces major developments in military historiography, considers the US Army’s relationship with its history, and explores potential connections between a history’s purpose and its use for military professionals.

Walden Dissertations and Doctoral Studies
The host police department experienced 58 traffic collisions from 2019-2020, which resulted in adverse outcomes for police officers and community members. The police department seeks a solution to reduce and prevent future collisions. This problem is not an isolated incident, as traffic collisions have been the leading cause of death and injury to police officers in the United States for the last three decades. Previous research focused on the causative factors of traffic collisions (speeding, distracted driving); however, little research has been dedicated to why a police officer would engage in risky driving. Is the mindset of a police officer …

This study addresses the ability of the client organization to create new programming that is separate from its general fund and is revenue-neutral because the client organization is a conservation district operating under the California Water Code Division 21 Sections 74000-76501. The constraint of California Proposition 13’s property tax rate increases makes it difficult for the client organization to fund new programming. To overcome these limitations, the multiple streams framework (MSF) and the s/SWOT and PESTEL frameworks were used to analyze the role of policy entrepreneurs and address potential limitations in the client organization’s creation of new programming, ensuring sustainability …
