Securities regulation wears two hats. Its “upstream” side governs firms in connection with their obtaining financing in the securities markets. That is, it regulates firms’ and issuers’ offers and sales of securities, whether in public offerings to retail investors or in private offerings to institutional investors. Its “downstream” side, by contrast, governs financial services providers, who assist with investors’ activities in those markets. Their services include providing advice regarding securities investments, as investment advisers do; aggregating investors’ assets for purposes of enabling those investors to invest their assets collectively, as mutual funds do; and acting as “middlemen” between buyers and …

Twelve years after the ratification of the Voting Rights Act of 1965 [VRA], Richmond, Virginia elected a historic majority black city council. The 5-4 majority quickly appointed an African American lawyer named Henry Marsh, III to the mayoralty. Marsh, a nationally celebrated civil rights litigator, was not only the city’s first black mayor, but the council election of 1977 was also Richmond’s first since 1970. In 1972, a federal district court used the VRA’s preclearance clause in Section 5 to place a moratorium on council contests. This moratorium lasted until the Supreme Court and the Department of Justice determined whether …

The Silent Crisis: Involving Latinos in Decision-Making & Why Latino Representation Matters provides a measure of the economic, social, and political inclusion of Latinos at mid-decade in three cities of the Commonwealth where about one fourth of the state’s Latino population lives. Often wrongly referred to as a “new population,” Latinos have been present in Massachusetts since the end of the 19th century, arriving in large numbers beginning in the 1960s and 1970s and growing to nearly 630,000 persons (9.6% of the population) by 2010. This report is an evaluation of an innovative community-based intervention – the Food Dollars Program. Funded by the AARP Foundation, this program was designed and delivered by Action for Boston Community Development (ABCD) and their Elder Services staff in order to promote healthy eating and reduce food and economic insecurity among low-income elders in Boston. The impetus for creating this program arose from the challenges many low-income individuals face in purchasing and consuming healthy foods from the five food groups as recommended by the US Department of Agriculture (USDA) in their ChooseMyPlate model of healthy eating. Jewish Community Housing for the Elderly (JCHE) is a large, multi-campus organization that houses and serves 1,500 residents (80 market rate and 1,420 low income). The average age is 80 years old, with one-third of residents 85 and older. Three quarters of the residents are not native English speakers. Through HUD and other funding, JCHE offers a range of supports to these residents, including translators, interpreters and staff with language and cultural competence, meals, transportation and, through their Service Coordinators, facilitation of resident access to government benefits, home care and other services.

Latinos in Pittsfield are a small but fast growing population. The most significant issue they face is related to transportation. Because the area's lack of population density, Berkshire County Regional Transportation Authority provides limited bus routes. In Massachusetts in 2012, 72% of the population drove to work, while in Berkshire County 86% did. Likewise, in Massachusetts, 9% used public transit but in Berkshire County only 2% did. Massachusetts has failed to enact a Safe Driving Bill, even though Sen. Patricia Jehlen and Rep. Tricia Farley-Bouvier have sponsored H.3285.

Until recently, the Nevada Division of Mental Health and Developmental Services (MHDS) was the public provider of mental health, substance abuse and developmental services. On July 1, 2013, the delivery of the mental health, substance abuse and developmental services in Nevada was restructured on several levels. With this reorganization, Developmental Services for persons with intellectual disabilities was transitioned into the Aging and Disability Services Division (ADSD), while mental health and substance abuse services were integrated to become Behavioral Health. This report describes the collaborative efforts undertaken by the Town of Falmouth Council on Aging Senior Center and the Center for Social and Demographic Research on Aging, within the McCormack Graduate School at the University of Massachusetts Boston. The purpose of this study is to explore the way(s) in which the disproportionate return of ex-prisoners to socially and economically disadvantaged communities impact(s) specific community structural factors identified in the study. After three decades of withstanding the enduring effects of the mass incarceration, communities stand at the edge of a new era. Economic realities, and the failure of policies designed to deter crime through imprisonment are rapidly ushering in an era of mass prisoner reentry.
