Sarah Hainds is a researcher at the Chicago Teachers Union, where she focuses on equity issues in school planning and funding, fighting against school privatization, advocating for state policies that support strong public schools, and helping the public and politicians understand best practices in educational policy. Ms. Hainds holds a master’s in urban planning and policy from the University of Illinois at Chicago. She is a co-author of several CTU reports available at www.ctunet.com

Twelve years after the ratification of the Voting Rights Act of 1965 [VRA], Richmond, Virginia elected a historic majority black city council. The 5-4 majority quickly appointed an African American lawyer named Henry Marsh, III to the mayoralty. Marsh, a nationally celebrated civil rights litigator, was not only the city’s first black mayor, but the council election of 1977 was also Richmond’s first since 1970. In 1972, a federal district court used the VRA’s preclearance clause in Section 5 to place a moratorium on council contests. This moratorium lasted until the Supreme Court and the Department of Justice determined whether …

The Silent Crisis: Involving Latinos in Decision-Making & Why Latino Representation Matters provides a measure of the economic, social, and political inclusion of Latinos at mid-decade in three cities of the Commonwealth where about one fourth of the state’s Latino population lives. Often wrongly referred to as a “new population,” Latinos have been present in Massachusetts since the end of the 19th century, arriving in large numbers beginning in the 1960s and 1970s and growing to nearly 630,000 persons (9.6% of the population) by 2010. The urban/rural divide is pervasive in policy-making in Nebraska. In this nonpartisan state, coalitions based on spatial identity or whether the legislator is urban or rural seem to have greater weight than party especially in the creation of economic development policy. Often, economic development policies include locational considerations which give areas such as rural areas and economically distressed areas greater weight when distributing program funds. In my study, I investigate whether constituency or party has a greater impact on the legislative behavior of Nebraska state legislators when voting on economic development and environmental legislation. Evaluation Of The Jewish Community Housing For The Elderly Memory Support Initiative, Joan Hyde

Jewish Community Housing for the Elderly (JCHE) is a large, multi-campus organization that houses and serves 1,500 residents (80 market rate and 1,420 low income). The average age is 80 years old, with one-third of residents 85 and older. Three quarters of the residents are not native English speakers. Through HUD and other funding, JCHE offers a range of supports to these residents, including translators, interpreters and staff with language and cultural competence, meals, transportation and, through their Service Coordinators, facilitation of resident access to government benefits, home care and other services.

Innovative forums that integrate citizen deliberation into policy making are revitalizing democracy in many places around the world. Yet controversy abounds over whether these forums ought to be seen as authentic sources of public opinion and how they should fit with existing political institutions. How can civic forums include less powerful citizens and ensure that their perspectives are heard on equal terms with more privileged citizens, officials, and policy experts? How can these fragile institutions communicate citizens' policy preferences effectively and legitimately to the rest of the political system? E-Advocacy In Human Services: The Impact Of Organizational Conditions And Characteristics On Electronic Advocacy Activities Among Nonprofits, Lauri Goldkind

E-advocacy, or the constellation of electronic tools used for policy advocacy, offer cost-effective approaches for engaging constituents to create social change. Providers of human services may face challenges when trying to implement these tools. While many electronic tools have low barriers for entry, other factors may inhibit their use in agencies. This article explores the organizational characteristics related to the use of electronic advocacy strategies. Based on a survey of nonprofit executives, the study uses path modeling to describe the connections between organizational characteristics and the use of electronic advocacy tools. Implications of these findings are discussed.

This report describes the collaborative efforts undertaken by the Town of Falmouth Council on Aging Senior Center and the Center for Social and Demographic Research on Aging, within the McCormack Graduate School at the University of Massachusetts Boston. Beginning in Spring 2013, these organizations joined to conduct a needs assessment to investigate the needs, interests, preferences and opinions of the Town’s older resident population, with respect to aging in Falmouth. Litigation Reform: An Institutional Approach, Stephen B. Burbank, Sean Farhang

The program of regulation through private litigation that Democratic Congresses purposefully created starting in the late 1960s soon met opposition emanating primarily from the Republican party. In the long campaign for retrenchment that began in the Reagan administration, consequential reform proved difficult and ultimately failed in Congress. Litigation reformers turned to the courts and, in marked contrast to their legislative failure, were well-rewarded, achieving growing rates of voting support from an increasingly conservative Supreme Court on issues curtailing private enforcement under individual statutes. The purpose of this study is to explore the way(s) in which the disproportionate return of ex-prisoners to socially and economically disadvantaged communities impact(s) specific community structural factors identified in the study. After three decades of withstanding the enduring effects of the mass incarceration, communities stand at the edge of a new era. Economic realities, and the failure of policies designed to deter crime through imprisonment are rapidly ushering in an era of mass prisoner reentry.
