On Taboga Island, a touristic island located just 20km outside of Panama City, solid waste can be found both littered and accumulated in an open-air dump that contributes to air, land, and ocean pollution. While more sustainable waste management systems are possible, as seen in other developing countries, differences in perceptions of waste management by users may result in differences in acceptance of new ideas. This study, examined whether governmental organizations and nongovernmental organizations in Nepal can effectively work together on eliminating trash and establishing waste management systems in the Solukhumbu region. Historically, the overwhelming presence of discarded items has detracted from tourists’ enjoyment of the Himalayas as well as caused severe environmental ramifications. In the last twenty years however, NGOs and GOs have begun to work together to address these issues and this project looks at whether their working relationship is effective as they often have different objectives and methodology for reaching those goals. This study examines the relationship between citizens, political parties, and local government in Nepal. Specifically, the research focuses on the relationship as it pertains to the decision-making processes in the VDC and DDC in Salleri, Solukhumbu. Through interviews with individuals at the policy level in Kathmandu, officials in Salleri, and residents of Salleri, the research studies this interaction and how it relates to citizen’s individual agency, political parties’ role as a middleman, and local government’s ability to communicate with local residents.
