The effects of Hurricane Katrina and other natural disasters have increased the focus on nursing homes, particularly nursing home emergency preparedness. Nursing home administrators and direct care employees have described the challenges faced when responding to an emergency event. Due to numerous emergency preparedness insufficiencies, requirements were implemented to protect the vulnerable population of older adults who reside in nursing homes. In 2016, the Centers for Medicare & Medicaid (CMS) added specific emergency preparedness requirements to the existing fire safety requirements for regulated nursing homes. Collaborative leadership is a critical component in emergency management and resilience. Although cross-sector leadership is considered compulsory in the management of many disasters, the skills and competencies for successful execution of collaborative leadership approaches in emergency management and resilience are still largely unknown, especially as it pertains to the COVID-19 pandemic response. The perspectives of emergency management and resilience leaders may fill in this research gap.

The purpose of this research is to examine current emergency management (EM) evacuation policies and practices with respect to vulnerable populations’ hurricane evacuation behaviors. The response of vulnerable households and local and state governments’ implementation of emergency evacuation policies and practices provide possible linkages to continual problems faced by local governments in addressing its most vulnerable residents. Using social construction as a theoretical foundation provides context for the consideration of vulnerable populations in emergency management policy and hurricane evacuation.

The purpose of this dissertation research is to examine the multiple relationships that explain household adaptive behaviors to flooding, and if risk perceptions play a mediating role in these relationships. Given the shift in transferring risks from public flood risk governance structures to households, there is a renewed interest in promoting private adaptive behavior amongst households that are vulnerable to flood impacts. Currently, the literature purports that flood risk perceptions rarely account for the variance explained in statistical models that examine household adaptive behaviors. The majority of local governments lack sufficient resources to respond effectively in an independent manner to a disaster or large-scale emergency. To achieve success, they must work closely with other organizations. The research problem is that regional emergency response relationships are not well understood, which could lead to ineffective or inefficient practices.
