Across the United States, each state has a public mental health system that is designed to support children and youth with emotional and behavioral challenges. This is critically important as recent estimates show that one in six children in the United States has a diagnosed mental health condition (Whitney & Peterson, 2019). The design and structure of these systems vary by state, but consistent across them is the presence of a state-designated leader who is faced with an array of constraining factors that influence their behavior and shape the resulting system. The purpose of this study is to examine professional hurt across the public services of the Commonwealth Caribbean with a view toward creating what could probably be the first body of knowledge that will offer insights into its nature and relationship with the practice of leadership. The study also sought to explore an understanding of professional hurt that could inform the design of leadership development programs to help develop leaders who can navigate or avoid hurt. The purpose of this study is to explore the way(s) in which the disproportionate return of ex-prisoners to socially and economically disadvantaged communities impact(s) specific community structural factors identified in the study. After three decades of withstanding the enduring effects of the mass incarceration, communities stand at the edge of a new era. This study was conducted given as an inquiry about influencing attitudes toward people with developmental disabilities. Because resistance to homes for people with developmental disabilities situated in typical neighborhoods is still a problem, I seek a way to better assimilate people with "different abilities" into communities. For an historical foundation, I researched literature on the marginalization of this ethnographic group-people with developmental disabilities-and defined quality of life.
