The Impact Of Conservation Land On Property Taxes And Municipal Budgets In Maine: A Mixed-Methods Study, Abigail Bennett

This study is an interdisciplinary project done in collaboration with the Municipal Budget and Conservation Working group, a group of stakeholders that formed in 2018 to study conservation and town budgets. We use mixed methods to explore the impacts of conservation and municipal budgets in Maine. We use regression analysis on 21 years of panel data to identify causal relationships between conservation and mill rates, controlling for economic and town budget factors. We found statistically significant but small effects on average, with a 1% increase in conserved acres in a town associated with average tax bill increases of $1 or …

The Defense Of American Exceptionalism: President Trump's Covid-19 Rhetoric, Sabrina Paetow

This thesis uses grounded theory and content analysis to examine the political rhetoric President Donald Trump used in the Coronavirus Task Force press briefings during the early phases of the COVID-19 pandemic. I collected 44 transcripts of these press briefings from when they began on February 26, 2020 until April 27, 2020. This time frame marks the period during which the press briefings happened with consistency and when Trump spoke at all of them. Through my research, I established that United States presidents have employed rhetorical tropes of American exceptionalism, including Trump. Impacts Of Pay-As-You-Throw And Other Residential Solid Waste Policy Options: Southern Maine 2007–2013, Travis Blackmer, George Criner

Municipal solid waste management in the U.S. began a transformation in the 1980s as a result of a U.S. Environmental Protection Agency regulation requiring the closure of municipal “dumps.” This legislation, coupled with increasing total and per capita waste, resulted in waste management receiving national attention. Maine and other states began broad efforts to reduce and wisely manage their municipal solid wastes. Many states established solid waste goals, with Maine targeting a waste diversion rate of 50 percent. Four common residential waste management programs in Maine include curbside trash collection, curbside recyclable collection, single-stream recycling, and pay-as-you-throw programs. This article …

The Impact Of Post-Recession State Revenue Reductions On Maine's Municipalities, Emily Shaw

Maine municipalities have received substantially less revenue from the state over the past several years, due to a combination of financial pressures on state budgets and state administrative policy preferences. The result is that municipalities have been forced to restructure the provision and funding of local services through a combination of reducing spending in some categories, raising additional money from residents and other users of town services, or taking on additional municipal debt. However, on average, Maine’s municipalities have so far been unable to reduce their total spending. This discussion of municipal responses to reduced state revenue is based on …
