Veterans are more susceptible to homelessness as well as to physical and psychological problems than other groups because of their high exposure to combat-related trauma and geographic dislocation due to military deployment. This administrative study addressed struggles that the Falling Angels nonprofit organization faced with implementing its mission to serve all homeless veterans in a midwestern American state while preparing to expand housing services to accommodate homeless women veterans. I contribute to the literature by providing additional factors that could affect the incremental budgeting theory and punctuated equilibrium theory (PET) within a budgetary context. Because of the fluctuation in the price of natural resources, I argue that dependence on natural resources could lead to less stable budgets than ones not dependent on natural resources. I also argue that democracy is another source that leads to stability in the budget, relative to countries that are not democratic. I theorize that countries with no democracy and heavy dependence on natural resources will have budgets with more volatility than the rest of …

In this master’s project I explore ways to improve a budget process by integrating the principles and tools of creativity and Creative Problem Solving. I do this by prototyping, testing, and revising a creativity-budget model. The creativity-budget prototype model was based on my professional experience in federal budgeting and a literature review on topics including governance, the budget process, stakeholders, collaboration, the impact of the budget process on the creativity of an organization, and the principles of creativity and creative problem solving. This paper examines forecasting activities among Medicaid agencies in the fifty United States, Washington, D.C., and five U.S. territories (American Samoa, Guam, Puerto Rico, Northern Mariana Islands, and Virgin Islands). Most frequently, studies of state or local forecasting practice focus on revenue forecasting. There are several reasons why comparison of state Medicaid forecast practice may be better than comparison of state revenue forecasting practices. First, there is no consistent reporting of state revenue estimates. States make forecasts when it suits them and report them in a manner that is satisfactory to their governors or legislatures.
