The state legislature and constitution create and govern municipalities and grant them their powers and authority. As a general rnle, the powers and authority are limited to actions municipalities can take within their corporate limits. In Tennessee, however, the General Assembly has recognized that under certain circumstances, state residents benefit from local governments being able to provide assistance and services beyond their boundaries. Speci lically, Tennessee cities have the authority to enter into agreements with other local governments to cooperate and provide assistance in the provision of police, fire, public works and other services. Regional Technology Assets And Opportunities: The Geographic Clustering Of High-Tech Industry, Science And Innovation In Appalachia, Edward Feser, Harvey Goldstein, Henry Renski, Catherine Renault

This study constitutes a systematic location analysis of the technology assets of Appalachia. The report identifies and documents sub-regional concentrations of technology-related employment, R&D, and applied innovation within and immediately adjacent to the 406-county service area of the Appalachian Regional Commission. By assembling and analyzing an extensive set of data at high levels of functional and spatial detail, the study reveals localized technology strengths that might be nurtured through focused economic development policy.

This paper examines the devolution of ambulance services in Ontario from provincial to municipal control to determine whether it has resulted in a more efficient, accountable, less costly, and simplified process. Data from a sample of municipalities in the province is analyzed in an attempt to determine differences in cost and service levels between municipalities that choose to contract ambulance services and those that decide to deliver ambulance services themselves. The findings reveal that although ambulance services in Ontario have been historically under-resourced and have experienced increased service levels, the cost of providing the service has almost doubled since devolution …

This paper examines whether a performance management system would help the amalgamated City of Ottawa achieve the advantages sought by amalgamation by using a Balanced Scorecard (BSC) to assess the potential benefits for the municipality. The findings reveal that by implementing a comprehensive performance management system, Ottawa would realize the full benefits and efficiencies of amalgamation.

In the following research study, a self-administered questionnaire was utilized to assess opinions regarding embryonic stem cell research based on three objectives: willingness to accept stem cells, educational background, and religion. A total of 1 13 fixed-alternative questionnaires were distributed to a diverse group of respondents. Nonprobability sampling using the accidental approach was performed. Support of stem cell research was dependent on Question 9, which asked what people thought about the cloning of human embryonic stem cells. The data revealed that most respondents from all groups surveyed opposed stem cell research. Neither education nor religion was a major determinant in …

Questionnaires were mailed to all Columbus State University MP A/MSA alumni, and the responses were used to evaluate alumni perception of the program. Survey questions included: indication of the alumni option area; selection and evaluation of program objectives; relationship of the degree to the objective; year of graduation; perceived importance of the degree to life success; job status during and after completion of the degree; rankings of curriculum, support facilities, and advising; value of degree versus the cost of acquiring the degree; the fulfillment of learning expectations; career goals reached through program training; contribution of the program to the general …

Concerned with growing hunger among Massachusetts families eligible for Food Stamps, and the paradoxical decline in the number of program enrollees, Project Bread asked the Center for Social Policy at the John W. McCormack Institute of Public Affairs, University of Massachusetts Boston (CSP) to study the process of securing and sustaining Food Stamp Benefits.
