Project Background
This study on student housing insecurity and homelessness was funded as part of a HUD FY2023 Community Project Funding Opportunity awarded to Portland State University. Phase 1 of the study, which led to this report by PSU’s Homelessness Research & Action Collaborative (HRAC), includes a literature review; a summary of PSU student survey results; a description of PSU programs based on interviews with staff and administrators; an analysis of programs at other institutions; and a set of recommendations for better addressing student housing needs. This study, completed in early February 2022, included focus groups and interviews with 18 government employees and service providers, interviews with 19 people experiencing unsheltered homelessness, a review of research literature and news articles on the topic, and previous surveys and research from Portland State University to better understand gaps and opportunities in providing hygiene, storage and waste management to people living unsheltered.

During the past two decades, concern about spatial concentrations of poverty and disadvantage has become an ascendant scholarly and policy issue, and research on the effect of neighborhoods on individual and family life chances has grown substantially. The Choice Neighborhoods Initiative (hereafter, Choice), introduced in 2009, is a new federal program designed to address concentrated poverty. Choice, which is functionally the successor to the Housing Opportunities for People Everywhere, or HOPE VI, Program, provides competitive grants to fund redevelopment and revitalization in neighborhoods that have concentrations of poverty and publicly subsidized housing, with the goal of transforming them into neighborhoods …

Portland State University has been engaged by the Facilities Planning Branch, Division of Engineering, Bonneville Power Administration, to collect background information, analyze current activities, and provide recommendations for greater Branch efficiencies, and the most timely service to its customers, based on current and projected resources and financial responsibilities. This information is to extend and compliment the efforts of an in-house systems integration team which initially addressed these issues. This study is intended to assist Branch management in its effort to identify Branch strengths and increase productivity.
