This Tool Kit provides state and local policymakers with a range of resources and analyses for use during broadband planning. The Tool Kit focuses on the array of grant and other funding opportunities available to states and localities as a result of the Infrastructure Investment & Jobs Act, as well as other pandemic-era stimulus programs. However, the Tool Kit is also useful for broadband planning outside of these specific funding programs. Indeed, the Tool Kit offers foundational planning resources that can be used now and in the future by officials, ISPs, and other stakeholders in the broadband space.

The Latino Action Network Foundation [LANF], its sister organization the Latino Action Network [LAN] and longtime ally, the Fair Share Housing Center [FSHC], have collaboratively monitored affordable housing issues in New Jersey for more than a decade. As part of its ongoing work, LANF sponsored a housing roundtable on September 10, 2021, to assess the affordable housing situation in the state and offer policy recommendations. Barriers To Breastfeeding For Mothers In The Mississippi Women, Infants, And Children Program: Insights Of Peer Counselors, Grace Louise Dragna

Breastfeeding has been recognized by numerous public health organizations as the optimal feeding practice for infant growth and development, yet the state of Mississippi has one of the lowest breastfeeding rates in the nation. The Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) program in Mississippi offers breastfeeding resources to low-income women throughout the state. Mothers enrolled in WIC can receive peer counseling services from women in their community who have personal experience with breastfeeding. This study serves to identify WIC peer counselors’ perceptions of factors influencing Mississippi WIC participants’ decisions to initiate and sustain breastfeeding. I interviewed …

This article explores the links between internet radicalization, access to weapons, and the current threat from terrorists who have been radicalized online. The prevalence of domestic terrorism, domestic hate groups, and online incitement and radicalization have led to considerable focus on the tension between counterterror efforts and the First Amendment. Many scholars recommend rethinking the extent of First Amendment protection, as well as Fourth, Fifth, and Sixth Amendment protections, and some judges appear to be listening. Comprised of three essays, my dissertation is linked by a common focus: the relationship between state or local governance arrangements and inequality or facets of social equity. I draw upon a range of literatures to motivate my research questions and inform my methodologies—welfare and social policy, public economics, intergovernmental relations, public finance and management.

The Supplemental Nutrition Assistance Program (SNAP), formerly known as Food Stamps, and called CalFresh in California, is the largest federally funded food assistance program in the United States. The program aims to reduce food insecurity and poverty by increasing access to nutritious food for low income eligible individuals (California Department of Social Services [CDSS], 2021a). The program is administered by county offices that are responsible for ensuring that the program is accessible, and that eligible individuals participate. This research was designed to evaluate whether HomeFirst Services’ RRH Program has proven to be more effective than traditional approaches in eliminating homelessness for its participants in Santa Clara County, California. Research was based on the Program Satisfaction Survey conducted at the end of the participants’ program enrollment in comparison with data collected for clients in other HomeFirst Services programs. Natural brain processes make all individuals susceptible to unconscious bias; however, stressful, fearful, or anger-evoking situations as well as the negative influence of media and social surroundings increase the risk of holding obstructive bias, and there is a greater risk of being negatively impacted by this phenomenon when belonging to a minority population (Rose & Flores, 2020).
