In mid-March, Oregon leaders ordered unprecedented ‘stay home’ measures to slow the spread of the pandemic Covid-19 virus. The economic impact was immediate, with entire sectors of business in ‘shut down’ mode and others limiting their activity. These emergency orders, necessary for public health, had a dual impact for workers: many were quickly laid off from temporarily closed businesses, while others deemed essential were at risk of viral transmission. In this fictionalized case study, a group of friends from graduate school compose a community elite with responsibility for human services decision-making in rural Lindblom County. They must deal with issues of insufficient resources, amateurism among other community officials, and challenges posed by opposing and emergent groups of aspiring community leaders. This research project conducted and then analyzed qualitative interviews from former and current addicts and criminal offenders who are voluntarily participating in the Christian faith at the same non-traditional, Protestant church. An abridged case study of this church is also provided for background and context. Life-course theory and grounded theory are utilized.

Both the offenders and this church were chosen in an attempt to better understand how the offenders’ involvement at this house of worship, along with their faith in general, have impacted them. Ever wonder what it means to be a first-generation college student? This thesis focuses on bringing visibility to the first-generation identity college students carry. Divided in two parts, the first part explains what it means to be first-generation, how mentoring programs are supposed to run, and how beneficial extracurricular activities are for both students and the institution as a whole. This first part is based on research and interviews I have conducted with current undergraduate Providence College students. The second part is a proposal for a centralized space where the first-generation identity is celebrated and have easy to access resources.

Since Pakistan’s inception, Gilgit-Baltistan, a sprawling region in Northern Pakistan, has not been granted provincial status due to its colonial association with the disputed region of Kashmir. Gilgit-Baltistan refutes its forceful integration with Kashmir, an unfortunate remnant of British divide-and-rule strategy, and demands provincial recognition and constitutional rights. Pakistan unfairly claims that it awaits the UN-sanctioned plebiscite in Kashmir to determine the region’s status. However, the likelihood of a plebiscite is little to none, since the Indian government officially annexed Indian-held Kashmir in August 2019, breaching the UN resolution on the plebiscite. Presidential rhetoric serves a critical interpretive role in defining events, particularly the threat of terrorism. As Richard Neustadt argues, the power of the presidency lies in the leader’s power to persuade. Presidents frame the terror threat by setting the country’s policy agenda. They then try to sell policies to Congress and the public through the pressure they can employ using their rhetoric and their office. School closings during COVID-19 exposed an under-addressed gender equity issue in the United States: child care in crisis. To better understand the child care crisis in the current U.S. context, we detail how New York City is addressing child care during COVID-19. We then connect the current approaches to the Lanham Act that was instituted during WWII as a historical parallel. Ultimately, we argue for the adoption of a universal system that is affordable, high-quality, federally-funded with local involvement and discretion, and flexible for primary caregivers seeking care support. The Housing Choice Voucher Program (HCVP) is a public-private partnership between a landlord, voucher holder, and a Public Housing Authority (PHA). However, this public-private partnership appears to be a two-sided partnership instead of a three-way partnership as the HCVP was designed. Over 110,000 landlords have withdrawn from the HCVP since 2009, which has negatively affected housing choices for voucher holders. This phenomenon of landlords leaving the HCVP is a catastrophe problem for the rental housing crisis that is a part of the larger affordable housing crisis. In its 2015 landmark civil rights decision in Obergefell v. Hodges, the Supreme Court finally held that the Equal Protection and Due Process Clauses of the United States Constitution guarantee same-sex couples’ marital equality. The Court’s unprecedented declaration that the right to marry is a fundamental right under the Due Process Clause strengthened married couples’ right to privacy because it subjects government actions infringing on marital unions to heightened scrutiny. This research examines the community needs of a specific region, Northwestern Pennsylvania, in order to determine how well the community’s current social needs are being addressed by nonprofit organizations in this area. A comprehensive review of related literature is provided in order to establish a theoretical framework for this topic. This background is utilized in the development and execution of a community needs assessment for the Northwest Pennsylvania region.
