Responsible fatherhood legislation bridges the gap between two explicit family policies in order to serve fathers: The Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA) of 1996 and the Child Support Enforcement Act of 1975. Historically, these two polices have been racialized and discourse surrounding them may contribute to negative cultural formula stories about the primary targets of responsible fatherhood programs: low-income Black fathers.

The first article addresses the question of whether and how congressional discourse disrupts or legitimizes negative cultural formula stories about Black fatherhood. This study examines congressional discourse during hearings on fatherhood legislation. Members of congress legitimized …

This thesis asks how New York City’s rezoning process combine with the dynamics of real-estate sales to create displacement pressures for low-income communities of color. A case study of the recent rezoning of Inwood, a neighborhood in upper Manhattan, in August 2018, will help to illustrate these dynamics. Through an analysis of building sales and extreme rent inflation embedded in a historical and contemporary analysis of zoning and the influence of real-estate developers and owners on these processes, this thesis paints a dire picture of the risks faced by the mostly-Dominican-American renters in Inwood. Across the United States (U.S.), communities struggle with numerous social and environmental issues while the funding to provide programmatic services to address these issues continues to diminish. As such, actors both inside and outside of government are seeking new policy solutions that both effectively and efficiently address these issues. Significant hurdles to embarking on a new policy approach exist, however, including a lack of up-front funding and a reluctance to take on the risk inherent in implementing new programs. One of the mechanisms by which international law can shape domestic politics is through its effects on public opinion. However, a growing number of national leaders have begun to advocate policies that ignore or even deny international law constraints. This article investigates whether international law messages can still shift public opinion even in the face of countervailing elite cues. It reports results from survey experiments conducted in three countries, the United States, Australia and India, which examined attitudes on a highly salient domestic political issue: restrictions on refugee admissions. Exploring The Link: Administrative Exclusion And Second Order Devolution, Rhucha Samudra

Journal of Public Management & Social Policy

Devolution was embedded in the 1996 welfare reform. Using the National Survey of America’s Families, this article explores the relationship between living in a Second Order Devolution (SOD) state and administrative exclusion from a welfare program. Results from the logistic model indicate that low-income clients and single mothers living in a SOD state had an increased likelihood of administrative exclusion. Administrative exclusion reflects bureaucratic choices and rules violations—implying some of these individuals and families may be leaving welfare without having achieved self-sufficiency. Los Angeles County (LAC) low-income communities of color experience uneven asthma rates, evidenced by asthma emergency department visits (AEDV). This has partly been attributed to inequitable exposure to diesel particulate matter (DPM). Promisingly, public parks and open space (PPOS) contribute to DPM mitigation. However, low-income communities of color with limited access to PPOS may be deprived of associated public health benefits. Therefore, this novel study investigates the AEDV, DPM, PPOS nexus to address this public health dilemma and inform public policy in at-risk communities. This research discusses the challenges of establishing a collective memory for gay victims of the Nazi terror in World War II and examines the introduction of gay victimhood into the public sphere through memorialization efforts. While scholarly accounts on gays and the Holocaust emerged in the 1970s, little is known about the emergence and consolidation of a public narrative on gay persecutions under the Nazis. Social Disorganization Theory: The Role Of Diversity In New Jersey’S Hate Crimes Based On Race And Ethnicity, Dana Maria Ciobanu

The purpose of this correlational panel study was to test Shaw and McKay’s theory of social disorganization by examining the relationship between demographic diversity and hate crime rates. The study focused on the relationship between the level of diversity, residential mobility, unemployment, family disruption, proximity to urban areas, and population density in all 21 New Jersey counties and hate crime rates. The existing data of Federal Bureau of Investigations’ hate crime rates and the U.S. Census Bureau’s demographic diversity were operationalized as the percentage of Whites over all other races, and social disorganization from the 21 counties of New Jersey …
