En el presente trabajo nos planteamos como desafío de analizar la implementación de la Gestión Por Objetivos y Resultados (GPOR) en la Administración Pública Provincial. En ese sentido, pretendemos realizar aportes conceptuales y metodológicos que impulsen la instalación progresiva de este modelo de gestión. Con la introducción del paradigma: Nueva Gestión Pública (NGP), entre fines de los años ochenta y principio de los noventa, se difundieron distintos conceptos y prácticas, en el marco de la modernización de las administraciones públicas (López y Corrado, 2005). Black Tuesday in October 1929 marked a major crisis in American history. As we face current economic woes, it is appropriate to recall not only the event but also reflect on how it altered the legal landscape and the change it precipitated in the acceptance of governmental intervention into the marketplace. Perceived or real crises can cause us to dance between free markets and regulatory power.
