The United Nations Convention on the Rights of the Child (United Nations General Assembly, 1989) accords all young people the right to be heard and make decisions on matters affecting them. Despite the fact the United States remains the only country in the world not to have ratified this document, a number of American cities have nevertheless begun to engage young people in community decision-making (e.g., in neighborhood associations or community boards). This paper displays the objectives of public higher education in New York City and their relation to changes in the city. Public higher education in New York City relies on the support of the public. This paper details adjustments to the lexicon of the school in response to changing demographics and historical events by examining statements provided by the school during different periods. Changes to the lexicon relating to class, gender, race, ethnicity, and military service are examined in relation to their historical context. This thesis asks how New York City’s rezoning process combine with the dynamics of real-estate sales to create displacement pressures for low-income communities of color. A case study of the recent rezoning of Inwood, a neighborhood in upper Manhattan, in August 2018, will help to illustrate these dynamics. Through an analysis of building sales and extreme rent inflation embedded in a historical and contemporary analysis of zoning and the influence of real-estate developers and owners on these processes, this thesis paints a dire picture of the risks faced by the mostly-Dominican-American renters in Inwood.
