Nigeria is ethnically a diverse nation-state. Its ethnic diversity, like that of the United State of America ideally is a source of strength. However on the contrary, analysis of post independence inter-ethnic relations in Nigeria indicates surge from ‘ethnic accommodation to ethnic agitation’. Consequently, due to frequent inter-ethnic conflict, the task ‘to keep Nigeria one’ is therefore more than ever becoming an uphill task. This article explores the root causes of the growing inter-ethnic conflicts in contemporary Nigeria from the perspective of the ethnic security dilemma prism and concludes that it is a relevant explanatory tool for understanding it.

Of the Clean Development Mechanism projects that exist in Mexico, methane destruction projects from hog farms dominate the landscape with 56% of the projects developed and 49% of the Certified Emission Reductions (CERs) that will be generated within the country by 2012. These biodigesters, however, have experienced many technical difficulties that place their future viability for the production of CERs and continued development in question. Because of these challenges, future methane capture in the country may focus around other agro industries or landfills.

In this article, the author sketches three dimensions of a research program that would have significant impact on European politics, economy and society. First, the design and political development of institutions is central to a mature research program, given the role played by these structures and systems in the capacity and behaviour of governments. Second, civil servants are the human actors within institutions who are the agents of change, the designers of the particularised elements of policy design and implementation, and the “nodes” of networked governance. Third, inequality reduction is one of the central tasks of a democratic society.

Annual reports can contribute to the legitimacy of public service organizations in creating a favorable story around performance achievements. It is also the case that annual reports can have unintended consequences, provoking negative reactions on the part of their readers. Health services performance stories in the form of annual reports presented by the U.S. Department of Veterans Affairs and the English National Health Service between 2002 and 2005 are compared through a narrative analysis of structure and content. Global governance organizations (GGOs) are frequently maligned as both illegitimate and ineffective. With the growing prominence of entities that promulgate global rules governing trade, communications, finance, and transport, these shortcomings take on greater importance. This essay presents a theoretical framework to understand the challenge of legitimacy for GGOs. It argues that GGOs tend to face trade-offs between legitimacy and authority, but that widespread usages of these important terms conflate or confuse them and thus obscure critical issues in GGO politics. Once these terms are more clearly defined, we see more easily that GGOs must sometimes violate democratic norms, sacrificing equality …

In recent years, both compliance and voluntary markets have emerged to help support the development of renewable energy resources. Compliance markets are primarily driven by state renewable portfolio standards (RPS), which require utilities or other load serving entities to procure renewable energy for part of their electricity supplies. Voluntary markets differ in that they provide consumers with the option to purchase or support renewable energy for a portion or all of their electricity needs. We refer to this as the voluntary market or the “green power market” because these renewable energy purchases are made on a voluntary basis, driven largely …
