Nigeria has a federal system of government where political power is shared between the national and state governments. Nigeria returned to this system of governance on May 29, 1999 after sixteen years of military rule. In terms of religion, the country is uniquely split between Christians and Muslims. Christians are the majority in the south, while Muslims dominate the north. In 2000, Governor Sani of Zamfara State introduced an Islamic law popularly known as Sharia in his state. Implementing Environmental Justice In Appalachia: The Social And Cultural Context Of Mountaintop Removal Mining As Seen Through The Lenses Of Law And Documentaries, Evan Barret Smith

Mountaintop removal is a form of mining that has major effects on the ecology and people of central Appalachia. The practice has been gaining increasing attention from the EPA and popular cultural sources as an environmental justice issue. Recent decisions by the EPA incorporate an environmental justice analysis as contextualization, but the perspective provided is problematic. This Article compares the way that the social and cultural context of mountaintop removal has been framed in judicial opinions and EPA documents to understand how legal documents understand and perpetuate the conflicts related to mountaintop removal. Bureaucratic Advocacy And Ethics: A State-Level Case Of Public Agency Rulemaking And Tobacco Control Policy, Michael S. Givel

Before 2001, the Oklahoma Department of Health achieved little to protect the public from the dangers of secondhand tobacco smoke. In an ongoing effort between 2000 and 2003, the department joined with health groups to lobby for stronger requirements, resulting in a new Oklahoma administrative rule in 2002 and legislation in 2003 regulating secondhand tobacco smoke. This action was congruent with the American Society of Public Administration's Code of Ethics for interactive democratic policymaking, in which administrators are required to serve the public interest with compassion, benevolence, fairness, and optimism.

• Oklahoma’s 1987 Smoking In Public Places Act required the inclusion of smoking sections in restaurants and pre-empted more stringent local anti-tobacco laws with state regulations. • With the 2001 arrival of an aggressive new Commissioner of Health, Dr. Leslie Beitsch, the tide turned with new legislation (Senate Joint Resolution 21 in 2003) that prohibited smoking inside public places and required restaurants to build separately-ventilated “smoking rooms.” • In 2004, State Question 713 increased the cigarette tax by 55 cents per package. • Dr. Beitsch resigned in 2003 and since that time, efforts toward clean air have stalled. Illegal immigration is one of the most contentious policy issues facing the United States. This analysis seeks to address the factors that influence the persistence of immigration through illegal means and the effects of these immigrants in a receiving country. We posit the hypothesis that illegal immigration persists due to the increasingly connected networks between receiving and sending countries. We utilized a comprehensive overview of recent literature and interviews with undocumented immigrants to present an analysis of the individual incentives, social networks, and structural factors that amalgamate to generate the practice of illegal immigration. In 2009 alone, over 1500 bills relating to immigration were considered by all 50 states, resulting in over 350 new laws and resolutions. Indeed, immigration policy, and particularly illegal immigration, is a salient topic for state and local policy makers and those who are responsible for implementing public policy. Arguably, this increased salience in immigration policy is driven by at least two factor; 1) a failure to comprehensively address immigration policy at a national level and 2) political and media attention on anecdotal claims regarding the deleterious costs illegal immigrants have society. The last two decades have witnessed a proliferation of scholarly discourse on performance management. This discourse evolved out of a number of forces in the early 1990s from the new public management movement, which called for government to show its efficiency in expending public resources as well as prove that substantive results—or outcomes related to a program‘s effectiveness—had been generated by its activities.
