The Cover-Up Is More Damaging Than The Sin: Sexual Scandals At The Cabinet And Sub-Cabinet Levels, Craig Korpela

Based on the sexual scandals of Alexander Hamilton, John Eaton, Sumner Welles, and the recently concluded investigation of Henry Cisneros, this research provides an initial, and subsequently revised, set of phases and factors that describe sex scandals of Cabinet and sub-Cabinet secretaries. Garnered from these historical cases and other scandal literature are factors that impact the development of a sex scandal. Presidential support, traits of the indiscretion, relationships between executives, public opinion, legal matters, Congressional oversight, and efforts to cover-up a sexual affair are just a few of the factors that could impact the tenure of an appointee.

The research beings with a discussion of the legal framework for defense reform in 2003 and in 2005 followed by an analysis of the role of the Parliamentary Assembly of Bosnia and Herzegovina in implementing the legislation for reform.

The analysis focuses on efforts to build the capacity of the Parliamentary Assembly and asks the question: have the efforts to build the capacity of parliamentary oversight of the defense reform implementation been successful in increasing democratic control of the Armed Forces of BiH?

The COACH program was created through a Social Security Administration (SSA) grant provided to assist eligible chronically homeless individuals apply for Supplemental Security Income (SSI) and Social Security Disability (SSD) benefits. On April 1, 2004, the SSA released $6.6 million in "HOPE" awards to 34 organizations, including Clark County Social Services (CCSS) who received $450,000 over three years. Later in 2004, they released additional funding to include seven more organizations in the program. In total, the SSA has committed nearly $18 million to the program over three years. From the early 1980s to the present, neo-liberal doctrine has called for governmental policies of privatization, funding cutbacks, and deregulation of public health and other domestic social programs in the belief that the market can best organize and distribute crucial societal services rather than the public sector. Proponents of a neoliberal and deregulatory mixed approach of command and control and self-regulation argue this approach provides the most adequate means to conduct regulation in the legalistic and adversarial United States regulatory process. Many rural development strategies seek to leverage urban to-rural growth spillovers. This paper concludes that their success depends on the spatial structure surrounding the target rural counties. We develop a county-level spatial growth model to identify the positive spread and negative backwash effects of urban to rural spillovers in the lower 48 states over the 1990-2000 period. Instead of the conventional, fallacious substitution of metropolitan and nonmetropolitan for urban and rural, we consider the urban and rural character of each county. With the assistance of A. E. Buck, Herbert Hoover coined the term Performance Budget in 1949 to rebrand cost data budgeting. Cost data budgeting originated in 1912 in Richmond County (Staten Island), New York. It is strongly associated with the National Commission on Municipal Standards and the Committee on Uniform Street Sanitation Records, which are both direct derivatives of Clarence Ridley’s original work in making sense of performance measurement under the title Means of Measuring Municipal Government, his 1927 dissertation at Syracuse University. Since the mid-1980s, U.S. tobacco policy has been an intense and acrimonious issue between antitobacco advocates and the tobacco industry. In the United States, the tobacco industry has responded to heightened state antitobacco litigation, adverse public opinion, and public health advocacy by aggressively mobilizing against tobacco taxes and regulations. This article examines whether these tobacco policy trends can be generalized to punctuated equilibrium theory ideas that policy monopolies are stable over long periods and usually change because of sharp and short-term exogenous shocks to the policy system.
