This chapter assesses the state of democratic innovations in North America, including the United States, Canada, and English-speaking countries of the Caribbean. We begin by setting these innovations in the contexts of democracy on the continent, which includes both established democracies and countries that have only recently decolonised. We go on to discuss major trends in democratic innovations over the past two decades in North America, including referendums and initiatives, mini-publics and collaborative governance, and digital participation in political and civic life. The im(migration) and refugee crisis that are being exacerbated under the Trump administration, is a manifestation of empire-building and the long history of colonization of the Global South. A Marxist-humanist perspective recognizes these as consistent aspects of a clearly racist global capitalism that functions in the interest of multibillion dollar U.S.–based corporations and increasingly transnational corporations. Trade agreements, international economic policy, political intervention, invasion or the threat of these, often secure corporate interests in specific countries and regions. This paper is intended to restate the case for the development of an "ethical theory of accountability" as an alternative to current theoretical frames being applied by students of accountable governance. I would emphasize the word "alternative" at this juncture, noting that an ethical theory should not be regarded as replacement for current models; rather it is offered as a reframing of accountability that can provide a significantly different perspective -- one rooted in (and built upon) ontologically distinct presuppositions about the nature of account-giving/receiving.

This study tells the deep, rich story of Evelyn T. Butts, a grassroots civil rights champion in Norfolk, Virginia, whose bridge leadership style can teach and inspire new generations about political, community, and social change. Butts used neighbor-to-neighbor skills to keep her community connected with the national civil rights movement, which had heavily relied on grassroots leaders—especially women—for much of its success in overthrowing America’s Jim Crow system of segregation and suppression. This study attempts to understand how the functionality of the mayor-chief administrator officer (CAO) relationship impacts the ongoing operation of these two local government positions. Looking at the structural and interpersonal aspects of the lived experience of this relationship enlightens us as to the manner in which the relationship functions. A review is made of literature on local government, generally, and on the separate roles of mayors and CAOs as well as the limited research on how their relationships operate. Machine-learning algorithms are improving and automating important functions in medicine, transportation, and business. Government officials have also started to take notice of the accuracy and speed that such algorithms provide, increasingly relying on them to aid with consequential public-sector functions, including tax administration, regulatory oversight, and benefits administration. Despite machine-learning algorithms’ superior predictive power over conventional analytic tools, algorithmic forecasts are difficult to understand and explain. Machine learning’s “black-box” nature has thus raised concern: Can algorithmic governance be squared with legal principles of governmental transparency? Trusting in the integrity of our institutions when they are not under stress, we focus attention on them both when they are under stress or when we need them to protect us against other institutions. In the case of the federal judiciary, the two conditions often coincide. In this essay, I use personal experience to provide practical context for some of the important lessons about judicial independence to be learned from the periods of stress for the federal judiciary I have observed as a lawyer and concerned citizen, and to provide theoretical context for lessons I have deemed significant as …
