The purpose of this research project is to provide a comprehensive inventory and analysis of FIPs that currently operate in the SFBA, identify common components, analyze unique features, evaluate program goals, and determine successful practices. The intent of this study is to encourage municipalities, particularly in the SFBA, that do not operate a FIP to consider implementing one by providing a starting point and guidelines for program development. Many municipalities are unable to research FIPs due to limited staff hours and other competing priorities. Most constitutions contain provisions relating to or impacting policing. Separate from the armed forces and intelligence services, the police are the state’s internal security apparatus, and codifying issues related to policing within a constitution can ensure efficient service delivery and human rights protections.

Originating from the Libyan constitution making process, this paper provides a taxonomy of options for constitution drafters and scholars. More so than other issues, such as separation of powers or human rights protections generally, policing sections are very country specific. The purposeful use of performance information brings about many benefits for public organizations, such as enhanced democratic accountability and responsiveness, as well as improved managerial decision-making in the public interest. However, there are dysfunctional uses of performance systems, such as performance gaming. Women are underrepresented in mayor’s offices and on city councils across Latin America. In this paper, I examine gender-based differences in individual opinions toward running for office in Argentina and Uruguay, as well as conduct a twenty-six country analysis on factors related to female representation in municipal government. Based on these analyses, I make three main conclusions about female local representation in Latin America. The first conclusion is that women in Latin America are significantly less likely to want to run or feel qualified to run for office. Managing non-profit organizations (NPOs) in developing countries constitutes a challenge due to the intrinsic hardship of their missions, and the pressure of balancing their stakeholder’s interests and needs. Beyond the explicit challenges NPOs face (e.g., attracting volunteers, retaining employees, accounting to donors), we tackle the implicit obligations and returns that volunteers, employees, and donors hold towards an NPO. By introducing the concept of Stakeholder Psychological Contracts (SPC) and its three currencies (relational, transactional and ideological), we identify how each creates value for these stakeholders in a different way, using data from 409 respondents, representing 7 Bolivian NPOs.
