Snap At The Community Scale: How Neighborhood Characteristics Affect Participation And Food Access, Nevin Cohen Oct 2019

Snap At The Community Scale: How Neighborhood Characteristics Affect Participation And Food Access, Nevin Cohen

Publications and Research

Cities are spatially diverse, with enclaves of particular demo- graphic groups, clusters of businesses, and pockets of low-income individuals living amid affluence.

This essay presents data from New York City to illustrate the importance of measuring and addressing neighborhood characteristics that affect Sup- plemental Nutrition Assistance Program (SNAP) participation and the purchasing power of SNAP benefits: pockets of “eligible-but-not-enrolled” in- dividuals, proximity between SNAP participants and jobs, and variations in food prices across neighborhoods.

It concludes with 5 exam- ples of how addressing these community-scale issues can increase SNAP participation and food access.

Russia’s Internet Research Agency (IRA) launched an extended attack on the United States by using computational propaganda to misinform and polarize US voters. This report provides the first major analysis of this attack based on data provided by social media firms to the Senate Select Committee on Intelligence (SSCI).

This analysis answers several key questions about the activities of the known IRA accounts. In this analysis, we investigate how the IRA exploited the tools and platforms of Facebook, Instagram, Twitter, and YouTube to impact US users. We identify which aspects of the IRA’s campaign strategy got the most traction on …

The organic post content in this data set has never previously been seen by the public. Our report quantifies and contextualizes Internet Research Agency (IRA) influence operations targeting American citizens from 2014 through …

United States Senate Documents

In 2016, Russian operatives associated with the St. Petersburg-based Internet Research Agency (IRA) used social media to conduct an information warfare campaign designed to spread disinformation and societal division in the United States. Masquerading as Americans, these operatives used targeted advertisements, intentionally falsified news articles, self-generated content, and social media platform tools to interact with and attempt to deceive tens of millions of social media users in the United States. This campaign sought to polarize Americans on the basis of societal, ideological, and racial differences, provoked real world events, and was part of a foreign government's covert support of Russia's …

Gobernar: The Journal of Latin American Public Policy and Governance

Gobernar: The Journal of Latin American Public Policy and Governance

Capacidades Institucionales Para La Implementación Local Del Acuerdo De Paz Con Las Farc: El Punto Sobre Participación Política En El Municipio De Ituango, Colombia, Xamara Mesa Betancur

Gobernar: The Journal of Latin American Public Policy and Governance

Gobernar: The Journal of Latin American Public Policy and Governance

Gobernar: The Journal of Latin American Public Policy and Governance

The Fiduciary Obligations Of Public Officials, Vincent R. Johnson Aug 2019

The Fiduciary Obligations Of Public Officials, Vincent R. Johnson

St. Mary's Journal on Legal Malpractice & Ethics

At various levels of government, the conduct of public officials is often regulated by ethical standards laid down by legislative enactments, such as federal or state statutes or municipal ordinances. These rules of government ethics are important landmarks in the field of law that defines the legal and ethical obligations of public officials. Such provisions can form the basis for the kinds of government ethics training that helps to minimize wrongful conduct by public servants and reduces the risk that the performance of official duties will be clouded by appearances of impropriety. Codified government ethics rules also frequently provide mechanisms …

Media Discourses That Normalize Colonial Relations: A Critical Discourse Analysis Of (Im)Migrants And Refugees, Meng Zhao, Jorge Rodriguez, Lilia D. Monzó Jun 2019

Media Discourses That Normalize Colonial Relations: A Critical Discourse Analysis Of (Im)Migrants And Refugees, Meng Zhao, Jorge Rodriguez, Lilia D. Monzó

Education Faculty Articles and Research

The im(migration) and refugee crisis that are being exacerbated under the Trump administration, is a manifestation of empire-building and the long history of colonization of the Global South. A Marxist-humanist perspective recognizes these as consistent aspects of a clearly racist global capitalism that functions in the interest of multibillion dollar U.S.–based corporations and increasingly transnational corporations. Trade agreements, international economic policy, political intervention, invasion or the threat of these, often secure corporate interests in specific countries and regions. The authors use critical discourse analysis to examine the discourses around Mexican, Central American, and Syrian im(migrants) and refugees as examples of …

A Whole-Of-Government Approach To Gray Zone Warfare, Elzabeth G. Troeder May 2019

A Whole-Of-Government Approach To Gray Zone Warfare, Elzabeth G. Troeder

Monographs, Collaborative Studies, & IRPs

Gray zone warfare has increasingly been the strategy selected by states that are determined to influence change without the risk of major escalation to outright military war. It is a significant concern today, threatening U.S. national security as well as the security of U.S. allies and partners. Although warfare is traditionally led by the Department of Defense (DoD), as the use of gray zone warfare increases and evolves, a whole-of-government approach that incorporates the unique capabilities of Federal departments and agencies for this fight is needed.

Representative Bureaucracy: Representation Of American Indian Teachers And Their Impact On American Indian Student Access And Performance, Selena M. Grace May 2019

Representative Bureaucracy: Representation Of American Indian Teachers And Their Impact On American Indian Student Access And Performance, Selena M. Grace

Boise State University Theses and Dissertations

Using a cross-comparative, qualitative case study approach, my research seeks to determine whether the presence of American Indian teachers (passive representation) positively influences educational access and performance of American Indian students in two rural Idaho public school districts located within tribal reservations. One district has representation of American Indian teachers and the other does not. Representation of American Indian teachers is a form of passive representation which the theory of representative bureaucracy suggests should lead to active representation (implementation of culturally relevant curriculum and teaching practices). My research analyzes de-identified student- and district-level data on access and performance as well …

Food Scrapping Programs And Smart Practices For Sb 1383 Compliance In Ten Selected Bay Area Cities, Alia Rizvi Haque May 2019

Food Scrapping Programs And Smart Practices For Sb 1383 Compliance In Ten Selected Bay Area Cities, Alia Rizvi Haque

Master's Projects

The Problem

Thirty five percent of landfill waste in California is made up of organic waste, and 18% of landfill waste is made up of food scraps (City of Santa Clara [CSC], 2019). The buildup and decomposition of food scraps at landfills produce methane (CSC, 2019), a pollutant that heats up the atmosphere thousands of times more than carbon dioxide (California Air Resources Board [CARB], 2018). Senate Bill (SB) 1383 is meant to mitigate pollution by requiring the state to reduce organic waste in its landfills to reduce methane production (CARB, 2018). The bill requires the state to reduce organic …

San Jose’S Removing And Preventing Illegal Dumping Program (Rapid): An Evaluation Of Illegal Dumping In San Jose, Rina Laxamana May 2019

San Jose’S Removing And Preventing Illegal Dumping Program (Rapid): An Evaluation Of Illegal Dumping In San Jose, Rina Laxamana

Master's Projects

Illegal dumping is a major environmental concern throughout the United States and most countries (Ichinose & Yamamoto, 2011). Abandoned items such as household material, dumped garbage or construction debris leave odors and contaminants that can threaten community health, impact the environment, and degrade the city's visual appearance (Dabholkar, Muthiyan, Srinivasan, Ravi, Jeon, & Gao, 2017). To reduce illegal dumping, many cities establish education programs, social-media-based community applications, surveillance camera monitoring, and execute policies with associated penalties and fines (Dabholkar et al., 2017). The City of San Jose is battling an illegal dumping problem and has created the Removing and Preventing …

Foundation For Measuring Community Sustainability, Pamela A. Mischen, George C. Homsy, Carl P. Lipo, Robert Holahan, Valerie Imbruce, Andreas Pape, Joe Graney, Ziang Zhang, Louisa M. Holmes, Manuel Reina

Anthropology Faculty Scholarship

In order to understand the impact of individual communities on global sustainability, we need a community sustainability assessment system (CSAS). While many sustainability assessment systems exist, they prove inadequate to the task. This article presents the results of a systematic review of the literature on existing sustainability assessment systems; offers a definition of a sustainable community; provides a multi-scale, systems approach to thinking about community; and makes recommendations from the field of performance measurement for the construction of a CSAS.

Regulatory Disclosure Policies And Potential Induced Changes In Behavior: An Outcome Evaluation Of Santa Clara County’S Enhanced Food Safety Program Elements, Christian Cruz Apr 2019

Regulatory Disclosure Policies And Potential Induced Changes In Behavior: An Outcome Evaluation Of Santa Clara County’S Enhanced Food Safety Program Elements, Christian Cruz

Master's Projects

Despite countless advances in food microbiology and public health regulations, foodborne illness continues to be a major strain on public health outcomes and a costly economic burden. In the United States, many agencies are responsible for ensuring the quality of food, both domestically produced and imported. States and localities are delegated the responsibility of identifying and ensuring sound practices in the latter stages of the food production process, namely the retail distribution of food products to consumers.

Regulatory policies across the nation have only recently incorporated the evidenced-based principles of hazard risk management (Law, 2003). Still, food-related acute gastrointestinal illnesses …

Exploring Civil Service Eligibility List De-Identification Practices Among Large U.S. Cities, Zayba Shaikh

Master's Projects

The intention of this study is to explore how de-identification practices for Civil Service eligibility lists (removing personally identifiable information from the hiring list) differ among large U.S. cities that compose of San Francisco’s market. Areas of focus within this study include an analysis of current and past eligibility list creation processes in market cities, as well as the examination of methods used by CCSF and the market cities when using eligibility lists for hiring purposes. The methods and processes that the market cities use, which are covered in the Findings section, were compared to each other’s to allow for …

A Funny Thing Happened On The Way To The Forum: Prospects For An Ethical Theory Of Accountability, Melvin Dubnick Mar 2019

A Funny Thing Happened On The Way To The Forum: Prospects For An Ethical Theory Of Accountability, Melvin Dubnick

Faculty Publications

This paper is intended to restate the case for the development of an "ethical theory of accountability" as an alternative to current theoretical frames being applied by students of accountable governance. I would emphasize the word "alternative" at this juncture, noting that an ethical theory should not be regarded as replacement for current models; rather it is offered as a reframing of accountability that can provide a significantly different perspective -- one rooted in (and built upon) ontologically distinct presuppositions about the nature of account-giving/receiving.

Central to the effort is establishing accountability as the capacity to engage in account-giving/receiving behavior …
