Understanding The Factors Determining Green Public Procurement Practices Among Local Governments In The United States, Ana Maria Dimand May 2020

Understanding The Factors Determining Green Public Procurement Practices Among Local Governments In The United States, Ana Maria Dimand

FIU Electronic Theses and Dissertations

One of the wicked problems communities face worldwide is climate change. Among potential solutions and current efforts is green public procurement (GPP), an innovative policy approach to change business as usual in the governmental sector. Local governments in the U.S. annually spend approximately $1.72 trillion on purchasing goods and services. Given substantial purchasing power of municipalities, GPP practices at the local level can incite a transition toward a more sustainable society. This study is the first to delineate the levels and variations of existing GPP practices among U.S. localities and examine the factors that facilitate or hinder GPP engagement.

Facing The Rising Tide: How Local Governments In The United States Collaborate To Adapt To Sea Level Rise, Vaiva Kalesnikaite

FIU Electronic Theses and Dissertations

While communities in the United States are already experiencing the effects of climate change, scientists project that sea level rise, increased precipitation, and record-breaking extreme weather events will devastate vulnerable regions in the following decades. The absence of federal strategies for climate change adaptation leaves state and city governments with broad discretion to undertake climate change adaptation measures. Yet cities may be unable to adapt to climate change without external assistance, particularly in states where the state leadership has not recognized the need to provide political and financial support to local governments. Collaboration allows cities to pool resources and work …

Governing The Urban Water Commons : Essays On Collaborative Policy Networks In A Polycentric Ecology Of Urban Water Policy Games., Emmanuel Frimpong Boamah

Electronic Theses and Dissertations

Governing social-ecological systems, such as the urban water commons, is a multi-scale and multi-sector (polycentric) human-environment process. This dissertation interrogates this process by situating itself within the Ecology of Games Framework by Norton Long (and updated by Mark Lubell) and the literature on polycentric governance by the Bloomington School of Political Economy. The dissertation’s three essays 1) offer both theoretical and methodological means to enact polycentric public economies within the ecology of games framework, and 2) explicate the conditions under which interoganizational collaboration is fostered within a polycentric ecology of policy games in governing the Middle Rio Grande urban watershed. …

Exchange Patterns And Relations In Collaborative Governance., Charles Wharton Kaye-Essien May 2016

Exchange Patterns And Relations In Collaborative Governance., Charles Wharton Kaye-Essien

Electronic Theses and Dissertations

Collaborative governance has received considerable attention in recent years. From environmental resource management to public safety, collaborative governance continues to play a vital role in regional problem solving. In spite of this increasing popularity previous attempts to model the political, economic, and demographic determinants of collaboration have in most cases produced inconsistent results, thereby undermining the ability to generalize from such findings. Additionally, our understanding of the relational patterns that emanate from collaborative agreements remains fairly rudimentary. The main objective of this research is to address some of the gaps in the literature and improve our understanding of collaborative governance …
