The public system of workforce development has existed for over 45 years, yet there are still issues with adequate skill-building, training, and employment for the vulnerable populations the system is mandated to serve. This study first used a modified Delphi method to survey a sample of executive directors and board members of local workforce development areas regarding the proper systems design needed to fulfill the purposes of current federal legislation. Nonprofit organizations are an important piece of the community and economy in the United States. Each year, nonprofit organizations close their doors and stop providing services to the community. While there are large amounts of literature around financial health and vulnerability and governance best practices of nonprofit organizations, few of the studies have ever looked specifically at failed organizations. Environmental Nonprofits emerged over the years to attend to the environmental needs of communities and individuals, as well as address environmental issues that concern the public. These issues are usually those that have been neglected, given insufficient attention, or cannot be singularly handled by the government. In advocating for coastal resilience, environmental nonprofits have been identified in the literature as actors with critical roles in addressing coastal issues such as sea-level rise, flooding and shoreline management.
