From both theoretical and domestic and international practical perspectives, this study analyzes the connotation and classification of demand-oriented basic research. It examines the expenditure structure, main pathways, and major existing problems of demand-oriented basic research in China. Based on three levels—strategically guided systematic basic research, frontier-guided exploratory basic research, and market-oriented applied basic research—it categorizes and studies the funding mechanisms and organizational models of demand-oriented basic research in combination with practice, and provides relevant suggestions for improving the quality enhancement mechanisms of demand-oriented basic research.

The national 15th Five-Year Plan once again emphasizes breaking the four-only criteria. Why is it so difficult to dismantle the four-only criteria? This study argues that an in-depth analysis of the underlying logical relationship between the old label-based evaluation model and the new connotation-oriented quality evaluation model is required to address this question. The study finds that the label-based evaluation model is a rational choice under specific historical circumstances and it has delivered positive effects. During the transition toward connotation-oriented quality evaluation, problems concerning indicators such as academic papers have been well resolved. The overall capability and appreciation of a country’s basic research are not solely determined by the efforts of individual researchers, but also hinge on the country’s scientific and technological institutional mechanisms and policies. This article presents several viewpoints and suggestions from the perspectives of comprehensively and deeply understanding the connotation of basic research, increasing the proportion of investment in basic research, enhancing the stable support for basic research, and the paradigm shift of AI-driven basic research. This study analyzes the evolution of the relationship between science and government in the United States through the lens of the social contract of science. It proposes a five-dimensional framework covering legitimacy, institutional support, autonomy, functional expectations, and responsibility, and identifies three historical stages from 1945 to 2024, followed by recent policy changes since 2025.The findings suggest a shift from a science-centered, cognition-driven model to a mission-oriented model shaped by national competition and technological capacity. This study was conducted on six renowned strategic scientists in China using the life cycle theory framework. The research explored the key competency characteristics, growth trajectories, and influencing factors in their growth process. The findings revealed that the capabilities of Chinese strategic scientists encompass four dimensions: scientific metacognition, strategic planning, team coordination, and spiritual leadership. These capabilities exhibit staged development characteristics, including phases of enlightenment, wisdom enhancement, and molding. Drawing on the essence of global science and technology innovation (STI) centers, this study evaluates the level of science and technology innovation of 140 cities worldwide by constructing a five forces assessment model of global STI centers, which includes 33 indicators in 5 dimensions. The analysis reveals a significant tripartite pattern of development in global STI centers across Europe, North America, and the Asia-Pacific region. The openness of scientific facilities and instruments is a part of open science, which can help improve the efficiency of resource utilization and promote more research outputs. Policies is a key driving force for the openness, but studies to analyze such policies are still lackluster. This study conducted a text analysis of 23 central government policies and 65 local government policies in the time-tool framework, and found two types of authority tools: mandatory openness and duplicate review, as well as various incentive tools to give positive and negative payment. In April 2024, the Institutes of Science and Development, Chinese Academy of Sciences (CASISD) released the 2023 Technology Focus report. The report uses big data and deep learning techniques to explore the hidden deep relationships among patent technologies. Based on 21 812 technology focuses formed by clustering nearly 680 000 dual jurisdictional patents, the Top 100 technology focuses are selected, named, and outlined in 32 technical fields distributed in the four major categories of the World Intellectual Property Organization (WIPO) patent classification system, and a key analysis and interpretation of 32 of them are also provided. Profiling the characteristics of CAS academicians can provide crucial insights into the current state of scientific research in China and play a vital role in fostering innovation and cultivating talents for the society. This study conducted a comprehensive quantitative analysis of the birthplaces, ages, genders, educational backgrounds, institutional affiliations, and administrative roles of newly elected CAS academicians from 2005 to 2023.
