The New York State (NYS) Excelsior Scholarship Program, introduced in 2017, was designed as a “first-in-the-nation” tuition-free initiative intended to expand college affordability for undergraduate students attending public institutions in New York State. While the program aims to increase access to higher education, its eligibility requirements, particularly the expectation that students complete 30 credits annually through continuous full-time enrollment, may disadvantage students whose academic pathways diverge from traditional enrollment patterns. This dissertation consists of two essays in applied microeconomics, each examining how individuals and institutions respond to policy changes. Both essays leverage natural experiments and recent advances in difference-in-differences estimation to identify causal effects. Both also speak to a common theme in public policy: the gap between intended and actual consequences of government intervention, and the role that policy design plays in shaping those consequences.

Gender difference in taxation is generally understudied. However, existing scholarship, largely country case studies, suggests men pay higher tax rates where income tax progressivity is higher, due to their higher average income. Men’s higher rates should then increase gender equality in income post-tax. However, many rich countries reduced income tax progressivity starting in the 1980s-90s during “taxing for economic growth” reforms, including over half of the high income countries included in this study. This dissertation discusses the mobility politics of container shipping and argues that technological development, political-economic order, and social infrastructure co-produce one another. Containerization, the use of standardized containers to carry cargo across modes of transportation that is said to have revolutionized and globalized international trade since the late 1950s, has served to expand and extend the power of international coalitions of states and corporations to control the movements of commodities (shipments) and labor (seafarers). The crime and justice field recently started to label a wide array of violence prevention strategies as Community Violence Interventions. Many of these strategies depend on law enforcement and social services, but the most innovative approaches are community-centered and community-sourced. They are grassroots efforts that rely on the resources of neighborhoods and residents themselves, operating separately from law enforcement and traditional human services. NYC’s universal Pre-K (PKFA) was implemented through New York Early Education Centers (NYCEECs) and public schools, without considering compensation parity across settings. This study investigates the impact of unequal compensation policies on the experiences of directors, teachers, and parents affiliated with NYCEECs, and how they compare or contrast with the policymakers’ discourse around those policies. While other studies have investigated the PKFA implementation (Akaba et al., 2019; Falk & Souto-Manning, 2020; Fuller & Leibovitz, 2021a; Reid et al., 2019), none have privileged the ecology of those working at and attending NYCEECs. This report looks at quarter-specific comparisons of police reported shooting incidents across New York City. Shooting incidents increased between the first and second quarters of both 2020 and 2021. However, shooting incident increases slowed between quarters 1 (January-March) and 2 (April-June) in 2021, compared to the same quarters of 2020. Quarter-specific comparisons are one way to address seasonal fluctuations in gun violence.

Evaluating The 2019 New York State Bail Reform On Quality Of Life Offenses In New York City, Nodira Pirmukhamedova

Using the NYPD Complaint Data, this study compares the frequency of nine quality of life (QOL) misdemeanor complaints (n = 196,577) in New York City (NYC) before (n = 108,382) and after the 2019 NYS Bail Reform Act (n = 88,195), which eliminated cash bail for most misdemeanor crimes. The results show an overall decrease (18.6%) in nine QOL misdemeanor complaints in NYC after bail reform with a large effect (d = 1.317). The main limitation of this study is that it did not control for the impact of COVID-19 in 2020 on the criminal justice system’s shifting priorities. Another …

The present study shows that the protection of civilians (POC) tasks implemented in multiple United Nations (UN) peace operations have not always been executed as intended and, as a result, are accompanied by a number of dysfunctions. Among these dysfunctions are inadequate community engagement, peacekeeper misconduct stemming from the lack of proper training mechanisms, and lack of resources. In consideration of these issues, UN peace operations would profoundly benefit from enhancements offering plausible and beneficial change to the field. Such changes involve the responsibility of the UN, the responsibility of national actors, field implementations, and the psychological well-being of peacekeepers. …

Arnold Ventures sought to review the research evidence for violence reduction strategies that do not rely on law enforcement. The John Jay College Research and Evaluation Center (JohnJayREC) and an expert group of researchers from public policy, criminology, law, public health, and social science fields conducted the scan. The research group members worked collaboratively to identify, translate, and summarize the most critical and actionable studies.

This is the sixth of six updates presenting interim findings from the evaluation of the NYC Mayor’s Action Plan for Neighborhood Safety (MAP). Researchers conducted surveys of residents in housing developments operated by the New York City Housing Authority (NYCHA), half involved in MAP and half not involved. The survey measured opinions and perceptions about public safety and resident well-being. Surveys were conducted well after the 2014 launch of MAP, but the data allowed the study to examine differences between MAP and non-MAP communities.

This thesis explores how local government support for arts and culture varies across 24 American cities. It has proven to be challenging for researchers to accurately measure municipal arts support. Research on cultural policy has also often focused on the federal level, despite total city expenditures far exceeding national or state government support. This thesis attempts to take an accurate pulse of city expenditures in 2017 and correlates those spending levels to the variation in city ownership of arts facilities.
